My husband and I woke up this morning at 6 AM to the happy news of Mitt Romney’s VP choice – Paul Ryan. Seriously – we were so happy we were laughing and crying. Optimism for a change.
Wielding an economic sword, with a military backdrop and the shield of faith, Romney and Ryan will wipe the progressive floor with action, devotion and truth. Time for the Snoopy Dance! Ryan is the Tea Party pick and with a devout mindset, the line between the light and the dark has been drawn and sides are now chosen. I choose the light.
Can you imagine the gnashing of teeth on the left with a humble Mormon and a devout Catholic saying the kinds of things Reagan used to say and meaning it? Furthermore, can you imagine a debate between the intellectual leader of the conservative movement and the progressive… what would you call him? The progressive jester? Fool? Dunce? Incompetent nitwit? So many choices, so many idiots.
Yes, it’s the clean team versus the dirty duo. Can you imagine what would have happened if Reagan and Kennedy had managed to run on the same ticket? Instead in 2008, we got Sith Lord Palpatine and Jar-Jar Binks pushing debt, doubt and despair.

Ladies and gentlemen:
It’s great to be back in Virginia and here in Norfolk. Your city’s beauty is only matched by its proud heritage as a defender of freedom. Today we take another step forward in helping restore the promise of America. As we move forward in this campaign and on to help lead the nation to better days, it is an honor to announce my running mate and the next Vice President of the United States: Paul Ryan.
Paul Ryan is a leader.
His leadership begins with character and values. And Paul is a man of tremendous character, shaped in large part by his early life.
Paul’s father died when he was in high school. That forced him to grow up earlier than any young man should. But Paul did, with the help of his devoted mother, his brothers and sister, and a supportive community. And as he did, he internalized the virtues and hard-working ethic of the Midwest.
Paul Ryan works in Washington – but his beliefs remain firmly rooted in Janesville, Wisconsin. He is a person of great steadiness, whose integrity is unquestioned and whose word is good.
Paul’s upbringing is obvious in how he has conducted himself throughout his life, including his leadership in Washington.
In a city that is far too often characterized by pettiness and personal attacks, Paul Ryan is a shining exception. He does not demonize his opponents. It should be noted that Romney accidentally called Ryan the next President of the United States, but graciously came back up, said he goofed and welcomed his running mate in true Presidential fashion. When was the last time we had a real leader admit he goofed and not just for political grandstanding?
The Tea Party’s favored son, Paul Ryan, will save America from the fiscal cliff looming ahead of us. You know the one Obama wanted to push us over while framing Republicans for his own dastardly deed – it’s called projection. Romney/Ryan will rebuild the middle class, slash the debt and right the American ship. Instead of Obama’s “You didn’t build that!,” Romney and Ryan in one voice tell us that: “If you have a small business, you did build that!” They’ll also restore us to constitutional principles and consent of the governed, not ruling by the elite.

Thank you Governor Romney, Ann. I am deeply honored and excited to join you as your running mate.
Mitt Romney is a leader with the skills, the background and the character that our country needs at a crucial time in its history. Following four years of failed leadership, the hopes of our country, which have inspired the world, are growing dim; and they need someone to revive them. Governor Romney is the man for this moment; and he and I share one commitment: we will restore the dreams and greatness of this country.
I want you to meet my family. My wife Janna, our daughter Liza, and our sons, Charlie and Sam.
I am surrounded by the people I love, and I have been asked by Governor Romney to serve the country I love.

This is the worst economic recovery in 70 years. Unemployment has been above 8 percent for more than three years, the longest run since the Great Depression. Families are hurting.
We have the largest deficits and the biggest federal government since WWII.
Nearly 1 out of 6 Americans are in poverty–the worst rate in a generation. Moms and dads are struggling to make ends meet.
Household incomes have dropped by more than $4,000 over the past four years.
Whatever the explanations, whatever the excuses, this is a record of failure.
President Obama, and too many like him in Washington, have refused to make difficult decisions because they are more worried about their next election than they are about the next generation. We might have been able to get away with that before, but not now. We’re in a different, and dangerous, moment. We’re running out of time — and we can’t afford 4 more years of this.
Politicians from both parties have made empty promises which will soon become broken promises–with painful consequences–if we fail to act now.
I represent a part of America that includes inner cities, rural areas, suburbs and factory towns. Over the years I have seen and heard from a lot from families, from those running small businesses, and from people who are in need. But what I have heard lately troubles me the most. There is something different in their voice and in their words. What I hear from them are diminished dreams, lowered expectations, uncertain futures.
I hear some people say that this is just “the new normal.” High unemployment, declining incomes and crushing debt is not a new normal. It’s the result of misguided policies. And next January, our economy will begin a comeback with the Romney Plan for a Stronger Middle Class that will lead to more jobs and more take home pay for working Americans.
America is on the wrong track; but Mitt Romney and I will take the right steps, in the right time, to get us back on the right track!
I believe my record of getting things done in Congress will be a very helpful complement to Governor Romney’s executive and private sector success outside Washington. I have worked closely with Republicans as well as Democrats to advance an agenda of economic growth, fiscal discipline, and job creation.
I’m proud to stand with a man who understands what it takes to foster job creation in our economy, someone who knows from experience, that if you have a small business—you did build that.
At Bain Capital, he launched new businesses and he turned around failing ones – companies like Staples, Bright Horizons and Sports Authority, just to name a few. Mitt Romney created jobs and showed he knows how a free economy works.
At the Olympics, he took a failing enterprise and made it the pride of our entire nation.
As governor of Massachusetts, he worked with Democrats and Republicans to balance budgets with no tax increases, lower unemployment, increase income and improve people’s lives.
In all of these things, Mitt Romney has shown himself to be a man of achievement, excellence and integrity.
Janna and I tell Liza, Charlie and Sam that America is a place where, if you work hard and play by the rules, you can get ahead.
We Americans look at one another’s success with pride, not resentment, because we know, as more Americans work hard, take risks, and succeed, more people will prosper, our communities will benefit, and individual lives will be improved and uplifted.
But America is more than just a place…it’s an idea. It’s the only country founded on an ideas. Our rights come from nature and God, not government. We promise equal opportunity, not equal outcomes.
This idea is founded on the principles of liberty, freedom, free enterprise, self-determination and government by consent of the governed.
This idea is under assault. So, we have a critical decision to make as a nation.
We are on an unsustainable path that is robbing America of our freedom and security. It doesn’t have to be this way.

We won’t blame others, we will take responsibility… Wow. Imagine that… The adults have returned to our hallowed halls and somebody is going to get an ass whupping. Good times. And Romney and Ryan have the courage and conviction to tell the truth. We will be that shining city on a hill once more – I know it.
What do you want to bet Obama and Biden have never sat down and prayed together? I don’t know that Romney and Ryan have prayed together, but I have no trouble envisioning that. Obama and Biden? Not so much.

Millions of illegal immigrants are getting a bigger tax refund than you. Eyewitness News shows a massive tax loophole that provides billions of dollars in tax credits to undocumented workers and, in many cases, people who have never stepped foot in the United States. And you are paying for it!

INDIANAPOLIS - Inside his central Indiana office, a longtime tax consultant sits at his desk, shaking his head in disbelief.
"There is not a doubt in my mind there's huge fraud taking place here," he said, slowly flipping through the pages of a tax return.
The tax preparer does not want you to know his name for fear of reprisal, but he does want you to know about a nationwide problem with a huge price tag.
He came to 13 Investigates to blow the whistle.
"We're talking about a multi-billion dollar fraud scheme here that's taking place and no one is talking about it," he said.
The scheme involves illegal immigrants -- illegal immigrants who are filing tax returns.
How it works
The Internal Revenue Service says everyone who is employed in the United States – even those who are working here illegally – must report income and pay taxes. Of course, undocumented workers are not supposed to have a social security number. So for them to pay taxes, the IRS created what's called an ITIN, an individual taxpayer identification number. A 9-digit ITIN number issued by the IRS provides both resident and nonresident aliens with a unique identification number that allows them to file tax returns.
While that may have seemed like a good idea, it's now backfiring in a big way.
Each spring, at tax preparation offices all across the nation, many illegal immigrants are now eagerly filing tax returns to take advantage of a tax loophole, using their ITIN numbers to get huge refunds from the IRS.
The loophole is called the Additional Child Tax Credit. It's a fully-refundable credit of up to $1000 per child, and it's meant to help working families who have children living at home.
But 13 Investigates has found many undocumented workers are claiming the tax credit for kids who live in Mexico – lots of kids in Mexico.
"We've seen sometimes 10 or 12 dependents, most times nieces and nephews, on these tax forms," the whistleblower told Eyewitness News. "The more you put on there, the more you get back."
The whistleblower has thousands of examples, and he brought some of them to 13 Investigates. While identifying information such as names and addresses on the tax returns was redacted, it was still clear that the tax filers had received large tax refunds after claiming additional child tax credits for many dependents.
"Here's a return right here: we've got a $10,3000 refund for nine nieces and nephews," he said, pointing to the words "niece" and "nephew" listed on the tax forms nine separate times.
"We're getting an $11,000 refund on this tax return. There's seven nieces and nephews," he said, pointing to another set of documents. "I can bring out stacks and stacks. It's just so easy it's ridiculous."
20 kids = $30,000
WTHR spoke to several undocumented workers who confirmed it is easy.
They all agreed to talk with WTHR investigative reporter Bob Segall and a translator as long as WTHR agreed not to reveal their identity.
One of the workers, who was interviewed at his home in southern Indiana, admitted his address was used this year to file tax returns by four other undocumented workers who don't even live there. Those four workers claimed 20 children live inside the one residence and, as a result, the IRS sent the illegal immigrants tax refunds totaling $29,608.
13 Investigates saw only one little girl who lives at that address (a small mobile home). We wondered about the 20 kids claimed as tax deductions?
"They don't live here," said the undocumented worker. "The other kids are in their country of origin, which is Mexico."
He later explained none of the 20 children have ever visited the United States – let alone lived here.
So why should undocumented workers receive tax credits for children living in a foreign country, which is a violation of IRS tax rules?
"If the opportunity is there and they can give it to me, why not take advantage of it?" the worker said.
Other undocumented workers in Indiana told 13 Investigates the same thing. Their families are collecting tax refunds for children who do not live in this country. Several of the workers told WTHR they were told it was legal for them to claim the tax credit for a child who does not live in the United States.
IRS was repeatedly warned
"The magnitude of the problem has grown exponentially," said Russell George, the United States Department of Treasury's Inspector General for Tax Administration (TIGTA).
And he says the IRS has known about the problem for years.
George has repeatedly warned the IRS that additional child tax credits are being abused by undocumented workers. In 2009, his office released an audit report that showed ITIN tax filers received about $1 billion in additional child tax credits. Last year, the inspector general released a new report showing the problem now costs American tax payers more than $4.2 billion.
"Keep in mind, we're talking $4 billion per year," he said. "It's very troubling."
What George finds even more troubling is the IRS has not taken action despite multiple warnings from the inspector general.
"Millions of people are seeking this tax credit who, we believe, are not entitled to it," said the inspector general. "We have made recommendations to [IRS] as to how they could address this, and they have not taken sufficient action in our view to solve the problem."
Other information obtained from the TIGTA audits include:
· Claims for additional child tax credits by ITIN filers have skyrocketed during the past decade, from $161 million in 2001 to $4.2 billion in tax year 2010.
· Undocumented workers filed 3.02 million tax returns in 2010. 72% of those returns (2.18 million) claimed the additional child tax credit.
· In 2010, the IRS owed undocumented workers more in claimed additional child tax credits than it collected from those workers in taxes.
Agency responds – sort of
What does the IRS have to say about all this?
The agency sent WTHR a statement, defending its policy of paying tax credits to illegal immigrants.
"The law has been clear for over a decade that eligibility for these credits does not depend on work authorization status or the type of taxpayer identification number used. Any suggestion that the IRS shouldn't be paying out these credits under current law to ITIN holders is simply incorrect. The IRS administers the law impartially and applies it as it is written," the statement said.
George disagrees with that position and believes the IRS should be doing more to prevent undocumented workers from getting billions in US tax dollars.
"The IRS is not doing something as simple as requesting sufficient documentation from people seeking this credit," he said. "Once the money goes out the door, it's nearly impossible for the IRS to get it back."
Over the past month, WTHR has tried to ask the IRS more questions about its efforts to prevent abuse involving additional child tax credits.
Despite repeated phone calls, e-mails and a visit to IRS headquarters in Washington, the agency said none of its 100,000 employees had time to meet with 13 Investigates for an interview. An IRS spokeswoman said all staff were too busy because of the tax filing deadline in mid-April.
Apparently, the IRS doesn't have time to respond to some tax preparers, either.
Last year, our whistleblower noticed dozens of undocumented workers had used phony documents and false income to claim tax credits. He reported all of it to the IRS.
"These were fraudulent, 100% fraudulent tax returns, but I got no response; absolutely none. We never heard a thing," he said. "To me, it's clear the IRS is letting this happen."
The IRS tells WTHR it can do nothing to change the current system unless it gets permission from Congress. In other words, according to the IRS, closing the loophole would require lawmakers to pass a new law specifically excluding illegal immigrants from claiming additional child tax credits.
The big questions now: Is Congress willing to do that?

Any suggestion that the IRS shouldn't be paying out these credits under current law to ITIN holders is simply incorrect. The IRS administers the law impartially and applies it as it is written. If the law were changed, the IRS would change its programs accordingly. The IRS disagrees with TIGTA's recommendation on requiring additional documentation to verify child credit claims. As TIGTA acknowledges in this report, the IRS does not currently have the legal authority to verify and disallow the Child Tax Credit and the Additional Child Tax Credit during return processing simply because of the lack of documentation. The IRS has procedures in place specifically for the evaluation of questionable credit claims early in the processing stream and prior to issuance of a refund. The IRS continues to work to refine and improve our processes.

WASHINGTON, March 18--Appearing on FOX News' "America's News HQ" today, Sen. Sessions discussed the nearing legal deadline for Senate Democrats to produce a budget (the Congressional Budget Act of 1974 requires the Senate Budget Committee to complete action on a resolution by April 1, and requires passage by the full Senate by April 15). Despite this unambiguous statutory requirement, the Budget Committee has taken no action to even begin work on a budget. In fact, it has now been 1,054 days--nearly three years--since Senate Democrats have produced a budget at all.
This stands in sharp contrast to the record of House Republicans, which passed a budget last year and which is set to introduce this year's budget next week.
Rather than confront the nation's debt threat, Senate Democrats have resorted to political tactics on unrelated matters, as well as attacks on the House Republican budget even in the absence of a plan of their own.
Sessions also addressed new cost projections for the president's health law, which the Congressional Budget Office last week found will cost nearly twice what the president originally promised, or nearly three times the promised amount once the law is fully implemented.

Dear Colleague,
Nearly everyone in Washington agrees we must reduce the deficit, but few offer any specifics as to how to do it. Last week, I released a report, BACK IN BLACK, outlining thousands of detailed budget options within every federal department and nearly every major program that, if taken together, would result in savings of more than $9 trillion over the next decade.
I do not expect anyone to agree with everything recommended in this report, but I expect everyone will find things with which they agree. With negotiations stalemated, I wanted to bring your attention to some very simple commonsense ideas I believe most of us—and most Americans—regardless of party or ideology could support that would save at least $355 billion.
End Unemployment Payments to Millionaires
Savings: $186 million over ten years
Nearly 3,000 households with incomes of $1 million or more were paid a total of $18.6 million in unemployment insurance benefits in 2008. Those earning $1 million a year do not need and should not qualify for unemployment compensation.
Stop Payments to Dead People
Savings: Over $1 billion over ten years.
Washington sent over $1 billion to more than 250,000 deceased individuals over the past decade. The federal government paid for dead people’s prescriptions and wheelchairs, subsidized their farms, helped pay their rent, and even chipped in for their heating and air conditioning bills. Some of these payments were fraud, some were incompetence, and some were intentionally required by law. Congress should end payments to the dead and federal agencies should ensure beneficiaries and participants of government payments are, in fact, alive.
Eliminate Duplication
Savings: At least $50 billion over ten years
In March, the Government Accountability Office (GAO) released a report examining just 34 missions of the federal government and identified hundreds of duplicative and overlapping programs costing more than $215 billion a year. These included 47 separate job training programs, 88 economic development programs, 82 teacher quality programs, and 56 financial literacy programs. “Reducing or eliminating duplication, overlap, or fragmentation could potentially save billions of taxpayer dollars annually and help agencies provide more efficient and effective services,” GAO concluded. Another independent study identified at least 180 economic development programs within more than a dozen different agencies costing taxpayers about $17.9 billion annually. Duplication within the federal bureaucracy should be consolidated.
Eliminate Sweet Heart Deals for Government Contractors
Savings: At least $2 billion over ten years
The federal government pays over $500 billion annually to contractors. In 2009, $170 billion worth of contracts were awarded without competition. Competitive bidding for government contracts helps ensure the highest-quality services for the lowest cost, while no-bid contracts waste billions of dollars with little apparent benefit to anyone other than contractors. No bid contracts should be eliminated.
Collect Unpaid Taxes Owed by Federal Employees
Savings: $1 billion over ten years
Nearly 100,000 civilian federal employees were delinquent on their federal income taxes in 2008. These federal employees owe a total of $962 million in unpaid federal income taxes. The IRS should collect these overdue taxes.
Reduce Congress’ Spending on Itself
Savings: $3.82 billion over ten years
Since 2001, Congress has boosted its own budget by 55 percent. At the same time, the average American wage increased by only 23 percent. In real dollars, the budget of the House and Senate has grown by more than $1 billion over the last decade. Congress must lead by example and do more with less. Congress’ spending on itself should be reduced by at least 15 percent.
Stop Overpaying Drug Companies
Savings: $480 million over ten years
The Health Resources and Services Administration (HRSA) overpays pharmaceutical companies nearly a million dollars a week. According to the Government Accountability Office, drug companies were overpaid $3.9 million in a single month! HRSA should be required to routinely monitor prices to ensure taxpayers are not being overcharged and take immediate corrective action to recoup any excess payments.
Reduce Unnecessary Government Printing
Savings: $4.9 billion over ten years
Federal agencies – excluding the Department of Defense – spend nearly $1.3 billion a year on routine office printing. A third of this printing is unnecessary, according to an independent analysis. Agencies should put an end to this wasteful habit and administrative accounts of each department should be reduced accordingly.
Eliminate Unnecessary Printing of Congressional Documents
Savings: $312.2 million
In the digital age, printed copies of Congressional reports and other documents are as likely to grace a landfill as a bookshelf. In 2010, nearly $100 million was allocated for Congressional Printing and Binding account. A representative of the Government Printing Office (GPO) recently testified, “70 percent of the GPO’s funds are used to digitize legislation, schedules and other federal records, while 30 percent is used to print hard copies.” Reducing the Congressional Printing account by 30 percent would put an end to the wasteful practice of printing and distributing congressional documents that are almost immediately thrown away. The documents would still be available online and users could decide whether or not to print hard copies.
Get Rid of Unneeded Federal Properties
Savings: $15 billion over ten years
The federal government has over 63,000 buildings that are underutilized and not utilized at all. This number has increased by more than 12,000 from only two years ago. It costs over $1.2 billion every year to operate these properties. The federal government should dispose of all excess properties within five years. According to the Obama Administration, at least $15 billion could be saved if the federal government gets rid of its unneeded properties.
End Subsidy for Ethanol Blending
Savings: $2 billion one time savings
Ethanol producers reap the benefits of a vast array of government assistance, including tax credits, grants, loans, loan guarantees, federally-directed markets, and a federal minimum usage mandate. The Volumetric Ethanol Excise Tax Credit provides a 45-cent-per-gallon federal tax credit to producers who blend ethanol with gasoline. Ethanol-blended fuel is nearly a third less efficient than gasoline, has contributed to the increased price of corn, and can cause engine damage. Ethanol subsidies are outdated, duplicative, and have failed to meet the intended goals of greater energy independence with a cleaner fuel alternative. The ethanol tax credit should be eliminated immediately.
Reduce the Number of Limousines Owned by the Government
Savings: $115.5 million over ten years
In the past two years, the federal government’s limousine fleet has grown by 73 percent. The federal government had 238 limos in 2008 and that number reached 412 last year. The number of limos owned by the federal government should be reduced to its previous level.
Reduce Federal Vehicle Fleet
Savings: $5.6 billion over ten years
Federal agencies own or lease over 662,000 cars, vans, sport-utility vehicles, trucks, buses and other vehicles. Since 2006, the federal vehicle fleet has grown by five percent and the cost of maintaining and servicing those vehicles has grown over 25 percent, to $4.6 billion. These vehicles consume about a million gallons of fuel per day. The General Services Administration will purchase more than 100 more vehicles this year. Instead, the number of vehicles in the federal fleet should be reduced by at least 20 percent.
Reduce Junkets and Unnecessary Travel
Savings: $43.3 billion over ten years
The federal government spends $15 billion on travel every year. All travel that is not mission-critical should be ended.
Reduce Advertising by the Federal Government
Savings: $5.6 billion over ten years
The federal government spent almost $1 billion on advertising last year. While some advertising may be needed, much of it is wasteful and unnecessary and this amount should be cut in half.
Limit the Amount Spent to Host Government Conferences
Savings: $1 billion over ten years
The federal government spent at least $2 billion on conferences between 2000 and 2006. Some conferences may provide important venues for exchanging ideas or providing training. Others appear to be little more than government funded vacations at beachside resorts and other exotic destinations. Traveling to meetings and hosting conferences are, in large part, no longer necessary with the availability of teleconferencing. Total spending on conferences should not exceed $100 million annually and conferences should only be held when other options are not feasible.
Use Better Measure of Inflation to Determine Increases in Benefit Payments
Savings: Approximately $180 billion over ten years
Many government benefits are automatically increased for inflation every year, based on the consumer price index (CPI). For more than 15 years, many budget experts have agreed the current CPI mechanism outpaces actual inflationary growth, causing the cost of government programs to rise rapidly. The Bureau of Labor Statistics developed a more accurate measure of inflation, known as Chained CPI, which over the last ten years has grown at a slightly slower rate than the current measure for CPI. Congress should adopt the recommendation of the President’s National Commission on Fiscal Responsibility and Reform to transition to Chained-CPI government wide to ensure this automatic spending increase is as accurate as possible to avoid uncontrolled automatic spending increases in federal programs.
Eliminate Hollywood Liaisons
Savings: $34.4 million over ten years
Many federal agencies have offices and programs to assist Hollywood movie producers and television execs, often with the goal of ensuring a positive portrayal of the federal government. The agencies have at least 14 employees costing $1.2 million. These should be eliminated.
Stop Purchasing Excess Land
Savings: $4.1 billion over ten years
The federal government has spent more than $430 million to purchase additional land since the start of the recent recession and more than $2.3 billion over the past decade. At the same time, the Department of the Interior maintenance backlog on public lands has surged to as high as $19.9 billion, resulting in serious risk to visitors and deteriorating conditions of important national treasures. The National Mall, for example, has been so neglected it has been called a national disgrace. Until the federal government can afford to take care of the land it already owns, it should be prohibited from purchasing additional land.
End Payments for Coal Cleanup When Projects Have Been Certified as Being Completed
Savings: $1.23 billion over ten years
The federal government continues to send funds intended for the cleanup up abandoned coal mines to several states and tribes that have already been certified as completing their work. The funds are unrestricted and have essentially become slush funds. These dollars should be used only for their intended purpose and directed to states with abandoned sites, with excess amounts should be returned.
Suspend the Automatic Pay Raise for Members of Congress
Savings: $6 million over three years
Members of Congress typically receive an automatic pay raise every year. Congress voted to freeze the salary of its member for the past two years at $174,000. The pay for members of Congress should be frozen for at least three more years.
Get the Department of Defense Out of Education and the Grocery Store Business
Savings: $19 billion over ten years
The Department of Defense currently operates hundreds of grocery stores and dozens of elementary schools in the United States. These grocery stores are in the same communities that have Wal-Mart, Costco, Safeway, and other choices for military personnel. Instead of paying our soldiers more money and allowing them to choose where to shop, we subsidize thousands of federal employees to work in grocery stores around the country. Similarly, the Department of Defense employs thousands of teachers in a unique school district called the Department of Defense Education Activity. Under the Pentagon’s management, taxpayers are spending more than $50,000 per student enrolled in these schools. The Pentagon should shut down its education bureaucracy, send much of this money to bolster local public schools, and return the rest for debt reduction.
Terminate HHS’s Community Economic Development Program
Savings: $38 million over ten years.
The mission of the Community Economic Development program (CED) duplicates 180 other government development programs, has a very low success rate, and does not fit within the mission or expertise of the Department of Health and Human Services (HHS). According to HHS’s most recent report to the Congress, only one out of five funded projects within the CED program were successful. Due to its lack of success, duplicative nature, and inappropriate placement within HHS, CED should be eliminated.
End Federal Subsidies to Wealthy Doctors and Hospitals for Health Information Technology
Savings: $15.6 billion over ten years.
The federal government mandates and subsidizes the use health information technology (IT) for doctors and hospitals, despite scant evidence doing so will lower costs. Taxpayers should not be forced to subsidize the purchase of health IT by doctors and hospitals.
Stop Medicare Payments for Uncovered Services
Savings: $1.97 billion over ten years.
Medicare currently only pays for medically necessary chiropractic services, but a HHS Inspector General report found the program improperly spent $178 million on chiropractic services in 2006. Implementing and enforcing current policies, along with more careful reviews of documentation, could save taxpayers nearly $2 billion over a decade.

Tomorrow July 19th 2011 the House Of Representatives will be voting on a bill that contain the steps that ARE NECESSARY to solve this debt problem! “What is this oh so great bill?” GREAT QUESTION! This bill is titled Cut, Cap and Balance (H.R. 2560). This would be so, so, so great if this passed in the house, passed in the senate, then got passed by our president, Barack Obama. But, that’s just a dream. It’s a dream that if the bill got through the GOP opposing senate then passed by our Democratic president Barack Obama. Obama has already made a pledge to VETO THE BILL as soon as it gets to him!
We need cut, cap and balance TO GET RID OF THIS MASSIVE DEBT/DEFICIT OUR GREAT NATION HAS! Barack Obama and other Liberals hat this bill because it requires cutting and capping. Democrats are the big spenders. They’re like a teenage girl at the mall with her first debit card…. it’s ridiculous, expensive and detrimental! So why should we let the Obama and all of thee other Liberals in our government (the teenage girls with their first debit card at Hollister) continue to be irresponsible with OUR money!?

Obama says he will let our country go into default if the GOP doesn’t strike a deal (that Obama likes) by August 2nd. Well, Obama is a hotheaded, arrogant, lying SOB! He is bluffing… he wouldn’t DARE let this country go into default. It’s almost the 2012 presidential election and he’s running… he let’s this country go into default no chance in hell he’d win in 2012! He’s doing this to instill fear on thee American people. So, if we keep being stubborn and don’t give him a deal he wants and ONLY settle for our deal (cut, cap and balance) then Obama will have to accept H.R. 2560. If he doesn’t accept we go into default and that’s that.
1995 and 1996 reminds me A LOT of our current situation. ’95 and ’96 we had a government very similar to now and a situation like now. A Liberal president, a similar House Speaker, a GOP controlled Congress. Well, there was a government shutdown 1995 and 1996. President Bill Clinton and the Republican ran congress couldn’t agree on a budget. A majority of Congress members and the House Speaker, Newt Gingrich, had promised to slow the rate of government spending… But that didn’t work for Bill Clinton. That plan Congress had interfered with his plans on fixing thee environment, the public health, Medicare, education etc. So, November 13th 1995, the U.S. Government SHUTDOWN! What made Clinton to come to a conclusion with Republicans? His approval ratings dropped into the toilet and Clinton had to get those ratings up! Clinton came to conclusion and his ratings did in fact rise.
So you see Obama is just like Clinton…. an idiotic Liberal! He will try to be the man who won’t budge for the GOP to strike a budget! I just hope that we can get this taken care of A.S.A.P.!

*Since this was originally posted the House passed Cut, Cap and Balance and Harry Reid blocked the Senate from even debating it, let alone taking a vote on it. And with only 6-days left before Obama and Geithner’s created crisis date, we appear to be no closer to a resolution even though Speaker Boehner and the GOP have worked feverishly to come up with a compromise while working within the parameters of Cut, Cap and Balance. Let us all remember that the United States will not default on August 2nd or August 7th or anytime after that, at least not in the near future. We bring in plenty of revenue every month to pay the interest on our debt, social security, Medicare, Medicaid, and checks to the active military and veterans, plus a bit more. So don’t fall for the scare tactics. Keeping our AAA credit rating is the biggest thing at stake to consider raising the debt ceiling. But solving our spending problem is the biggest issue and should be out greatest consideration… and a balanced budget amendment is the only way to solve that problem! The Balanced Budget Amendment is the lynch pin to any meaningful solution!

Here is the relevant section in the 14th Amendment that the Constitutional scholar is likely about to invoke. The bolded section is what is largely being ignored.
The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned.
Odd how the debt incurred for payment of pensions is being nicely trampled to make way for debt incurred for payment of Federal worker bonuses...

Reuters reports that President Barack Obama abruptly ended a tense budget meeting on Wednesday with Republican leaders by walking out of the room, a Republican aide familiar with the talks said. The aide said the session, the fourth in a row, was the most tense of the week as House of Representatives Speaker John Boehner, the top Republican in Congress, dismissed spending cuts offered by the White House as "gimmicks and accounting tricks." Either Congress has become the best orchestrated reality TV show in history or, and this is a big or, the market should really consider panicking soon.

Overall, voters oppose raising the debt ceiling by a strong 45 percent to 32 percent margin, with the remainder undecided.
But the real eye-opener in the poll is the stiff Republican and swing-voter opposition to a deal. Sixty-seven percent of GOP voters and 51 percent of independents think raising the debt ceiling is a bad idea.
Democratic voters, by comparison favored raising the debt ceiling by a 44 to 21 percent margin. Interestingly, 35 percent of Democrats say they are either undecided on the question, or don’t know enough to have an opinion.
Perhaps Obama believes GM union members are a representative segment of the broad US population...

You can not responsibly support a proposed Amendment to Our Constitution unless you have read and understand the proposal and how it would change our Constitution. You must look behind the nice sounding name! Will the Balanced Budget Amendment (BBA) really "reign in" the federal government? Will it really "show them" that they have to balance their budget the same as we do?
Or does it actually legalize spending which is now unconstitutional? Is it actually a massive grant of new constitutional powers to the President and the federal courts - a grant which will cut the Heart out of The Constitution our Framers gave us?
Amending the Constitution is serious business - and you are morally bound to get informed before you jump on The Amendment Bandwagon.
So, lay aside your giddy joy at the fact that all 47 U.S. Senate Republicans are co-sponsoring the Balanced Budget Amendment, Senate Joint Resolution 10 (March 31, 2011). Let's go through it. What you believe the BBA will do, and what it will actually do, are two very different things indeed.
But First: How Did We Get a National Debt of $14.4 Trillion?
Congress gave us a debt of $14.4 trillion which increases at the rate of $4 billion a day. Let us look at a few of the items which comprise this $14.4 trillion debt: Congress spent $2.6 million to teach Chinese prostitutes how to drink responsibly. Congress appropriates $147 million a year to subsidize Brazilian cotton farmers. Congress spent $3.6 million to fund a study of the sex lives of dope-smoking, menstruating monkeys. Congress paid $500,000 to paint a salmon on an Alaska Airlines passenger jet. Congress appropriates $6.9 billion a year for the National Science Foundation where they fund such research as that which revealed the amazing fact that sick shrimp do not perform as well on stamina tests as do healthy shrimp.1 Citizens Against Government Waste's pig book shows Congress spent $16,547,558,748. on pork projects last year. In Sen. Tom Coburn's Waste Book 2010, which lists 100 spending projects, he shows that $1.5 million was spent to spruce up apartments in Shreveport, La. before they were torn down.
All this spending - every penny of it - and trillions more which is not here listed - has one thing in common: It is all unconstitutional as outside the scope of the powers delegated to Congress in the Constitution. Congress has no constitutional authority to spend money on these projects.
So! It was Congress' unconstitutional spending which put us in the mess we are in today.
What Does Our Constitution Permit Congress To Spend Money On?
WE THE PEOPLE ordained and established a Constitution wherein the powers WE delegated to the federal government are limited and defined - "enumerated". Read the list at Art. I, Sec. 8! Basically, all WE gave Congress authority to do for the Country at large is international relations, commerce & war; and domestically, the creation of an uniform commercial system (weights & measures, patents & copyrights, a money system based on gold & silver, bankruptcy laws, mail delivery & road building.) Some Amendments authorize Congress to make laws protecting civil rights. That's about it, Folks! The list of objects on which Congress may lawfully appropriate funds is short. The only significant authorized expense is the military. James Madison, Father of the U.S. Constitution, said in Federalist No. 45 (9th para):
"The powers delegated by the proposed Constitution to the federal government are few and defined. Those which are to remain in the State governments are numerous and indefinite. The former will be exercised principally on external objects, as war, peace, negotiation, and foreign commerce; with which last the power of taxation will, for the most part, be connected. The powers reserved to the several States will extend to all the objects which, in the ordinary course of affairs, concern the lives, liberties, and properties of the people, and the internal order, improvement, and prosperity of the State." [boldface added]
Note that Madison contemplated that the federal government would be financed in large part by taxation on foreign commerce. That is because the constitutional powers of the federal government are so limited & defined! The States and the People are to handle everything else.
Do you now see that Our Constitution does not authorize Congress to pay for a museum for neon signs ($5.2 million), to archive memorabilia for a rock group ($615,000), or to post poems in zoos ($997,766.)? [See Sen. Coburn's Waste Book 2010]. Congress has no lawful authority to do most of what they do. They just do it because they want to, they have been doing it for a long time, and WE haven't known enough to stop them. Our $14.4 trillion debt was caused by Congress' spending in thousands of areas where they have no constitutional authority to spend.
Is the BBA Really the Solution?
So! These 47 Senate Republicans (and some in the House) are showing you how much they now "care" about fiscal responsibility by supporting the BBA. But think: Why don't they control their spending now? The Republicans control the House - NO spending can get through the House unless the Republicans approve it. So if the Republicans really wanted to control spending and balance the budget, they could do it now. Why don't they do it? Because they don't want to.
Furthermore, the BBA they support with such broad smiles and glib promises of future fiscal responsibility, doesn't make them control their spending. Instead, it would legalize spending which is now unlawful and would markedly increase the powers of the federal government. And it would do nothing to reduce spending. In short, the BBA is a Scam and a Terrible Trick.
What Would We Get From the BBA ?
In plain English, this is what the 10 Sections of the BBA mean [but read it yourself - it's very short]:
Section 1: They won't spend more than they take in unless they vote to spend more than they take in.
Section 2: They won't spend more than 18% of the GDP unless they vote to spend more than 18% of the GDP.
Section 3: The President will write the budget: He will designate the taxes, and what the money will be spent on. He won't spend more than he decides to tax you for, and he won't spend more than 18% of the GDP. The GDP is a computation made by the Bureau of Economic Analysis in the Department of Commerce, an agency under the control of the President. [Do you see? The President controls the agency which computes the number which limits his spending.]
Section 4: Congress won't make a law raising your taxes unless they vote to raise your taxes.
Section 5: Congress won't raise the debt limit unless they vote to raise the debt limit.
Sections 6 & 7: Congress can waive the above provisions of the BBA (except for Sec. 4 which says they can't raise your taxes unless they vote to raise your taxes) when there is a declared war or a "military conflict" which they think justifies their waiving the above provisions of the BBA.
Section 8: Courts can't order your taxes to be raised. [But you can bet your life that this section, together with section 3, will be seen to authorize the President to order that your taxes be raised.]
Section 9: I leave this to others to explain. But be assured the President's minions will define stuff however he wants; make stuff "off-budget" or "on-budget" to fit his agenda.
Section 10: Congress can make laws to enforce the BBA, and can rely on numbers provided by the President who is to be given constitutional authority to order tax increases & decide how to spend the money.
So! Do you see? You get no benefit from the BBA. But it will cause us irreparable harm.
How Would the BBA Cut the Heart Out of Our Constitution?
1. It would Transform Our Constitution From One of Enumerated Spending Powers To One of General ("Unlimited") Spending Powers.
Congress' Powers are Enumerated. Thus, the objects on which Congress may lawfully appropriate funds are limited to those listed in the Constitution. Congress has ignored the limitations on its powers for many decades - but at least the limitations are still in the Constitution, to be invoked if We The People ever repent. 2
But the BBA, by ignoring the unconstitutional objects of Congress' spending, and by merely limiting the amount of such spending to 18% of the GDP & the taxes the President assesses, repeals the enumerated powers aspect of our Constitution. Furthermore, if Congress limited its appropriations to its enumerated powers, they could not possibly spend a sum as vast as 18% of the GDP. Thus, the BBA is clear intention to repeal the enumerated powers, and transform the federal government into one of general and unlimited powers.
Congress' idiotic spending is now unlawful & unconstitutional. But with the BBA, it would become lawful & constitutional,as long as the total spending doesn't exceed the limits (unless they waive the limits). With the BBA, it will become lawful for them to appropriate funds for whatever the President (who will write the budget) says! 3
2. The BBA Transfers Control of the "Purse" from Congress to the President.
The federal government didn't even have a budget until Congress passed the Budget and Accounting Act of 1921. That "law" purported to grant budget making power (taxes & appropriations) to the President.
But the Budget Act of 1921 is unconstitutional: The Constitution places the taxing & appropriations powers squarely in the hands of Congress - not the Executive Branch; and contrary to the beliefs of indoctrinated lawyers, Congress may not "amend" the Constitution by making a law. 4
Article I, Sec. 8, cl. 1, grants to Congress the Power to lay and collect Taxes; and Art. I, Sec. 9, next to last clause, grants to Congress the Power to make the appropriations:
"No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time."
Accordingly, for most of our history, Congress made appropriations as the need arose; determined the taxes, and kept records of both. [See Bruce Bartlett's excellent history of the appropriations process.]
Our Framers gave us an elegant system of separated powers, where Congress commands the purse - not the Executive Branch and not the Judicial Branch! In Federalist No. 78 (6th para), Alexander Hamilton outlines this separation of powers:
"...The Executive not only dispenses the honors, but holds the sword of the community. The legislature not only commands the purse, but prescribes the rules ... The judiciary ... has no influence over either the sword or the purse; no direction either of the strength or of the wealth of the society..." 5
In Federalist No. 58 (4th para from end) Madison explains why the House alone is granted power to propose taxes (Art. I, Sec. 7, cl. 1): To protect The People from overreaching by the other branches of the federal government:
"...The House of Representatives cannot only refuse, but they alone can propose, the supplies requisite for the support of government. They, in a word, hold the purse that powerful instrument by which we behold, in the history of the British Constitution, an infant and humble representation of the people gradually enlarging the sphere of its activity and importance, and finally reducing ... all the overgrown prerogatives of the other branches of the government. This power over the purse may ... be regarded as the most complete and effectual weapon with which any constitution can arm the immediate representatives of the people, for obtaining a redress of every grievance..."
Ponder Hamilton's and Madison's words. You must understand what they are saying if we are to restore our Constitutional Republic. Otherwise, the BBA will usher in a totalitarian dictatorship.
Pursuant to the unconstitutional Budget Act of 1921, the President has been preparing the budget. Since the Budget Act is unconstitutional, the President's preparation of the budget has been likewise unconstitutional. Section 3 of the BBA would legalize what is now unconstitutional and unlawful.
But Section 3 of the BBA does more than merely legalize the unlawful. It actually transfers the constitutional power to make the appropriations and to determine taxes to the President. Congress will become a rubber stamp.
Now look at this pretty little snare: Section 8 of the proposed BBA says:
"No court of the United States or of any State shall order any increase in revenue to enforce this article." [emphasis added]
Our Constitution does not grant to courts any power to "order" tax increases. So why does Sec. 8 of the BBA say they can't do it?
It's a trap! There is an ancient maxim of legal construction which goes like this: "The Expression of One Thing is the Exclusion of Another":
"An implied exclusion argument lies whenever there is reason to believe that if the legislature had meant to include a particular thing within the ambit of its legislation, it would have referred to that thing expressly. Because of this expectation,the legislature's failure to mention the thing becomes grounds for inferring that it was deliberately excluded. Although there is no express exclusion, exclusion is implied. ..." [emphasis added]
Why does Sec. 8 of the BBA exclude the President? From this exclusion, one may reasonably infer that the intent of Sec. 8 is to permit the President to order tax increases. If the BBA is ratified, you can be sure that Presidents will claim power under Sec. 8 of the BBA to order tax increases. That inference is strengthened by the fact that Sec. 3 of the BBA transfers constitutional power over the Budget to the President.
So! The BBA surrenders the purse to the President! Our Framers understood the danger of having the sword & the purse held by one person. That is why our Constitution provides for Congress to make the decisions on taxes & appropriations; and, as pointed out in Federalist No. 72 (1st para), the President is to apply and disburse "the public moneys in conformity to the general appropriations of the legislature".
With the BBA, Congress' sole remaining constitutional function over taxing & spending will be to rubberstamp the dictates of the President.
3. The BBA grants judicial power over taxing & spending to the federal courts.
Article III, Sec. 2, cl. 1 states: "The judicial Power shall extend to all Cases...arising under this Constitution."
If the BBA is ratified, it will become an Amendment to the Constitution which is subject to the judicial authority of the federal courts.
You say the BBA won't transfer power over the purse to the President? You say Congress won't become a mere rubberstamp whose sole remaining function over taxing & appropriations is to enact into law the dictates of the President?
Who will decide? Since this would be an issue "arising under the Constitution", the supreme Court will decide. The Judicial Branch - a branch which Hamilton took care to point out should have no power whatsoever over The Purse.
And so five (5) people on the supreme Court will decide an issue which goes to the heart of our Constitution - an issue which the People clamoring for the BBA don't even know exists. And remember: Our supreme Court is filled with fallen people who looked at Sec. 1 of the 14th Amendment and said it means that women may kill their babies. They looked at the 1stAmendment and said it means that Congress may regulate political speech, and courts may ban Christian speech in the public square, but it gives Westboro "baptists" a "right" to spew their filth & hate at private funerals of dead American heroes.
If the BBA is ratified, do you really want five (5) of those judges deciding this issue? 6
What is the Solution to The Financial Plight Congress has put us in?
We have 47 Republican U.S. Senators who don't understand [or do they?] the ramifications of the BBA which some of them (most notably Senators Jim De Mint & Mike Lee) are determined to cram down our throats. Many supposedly conservative talk show hosts & pundits (most notably Redstate.com) are carrying their water. Whether these people are fools or tyrants, I do not know. But you must learn that you can not trust anybody. You must insist that people prove what they say!
WE THE PEOPLE must reclaim our glorious Heritage. We must find & support candidates who understand the Constitution, obey it, and agree to work to dismantle the unconstitutional federal apparatus. We can eliminate the trillions of dollars of unconstitutional spending by restoring constitutional government. In an orderly fashion, we can dismantle the multitude of offices and agencies and departments of the last 100 years which harass us and eat out our sustenance.
Oh my People! The grinning politicians who promise you "fiscal responsibility" with their BBA will actually strip you of the protections of Our Constitution. Their BBA will legalize a totalitarian dictatorship. Do not be deceived by them - they are leading you astray, and their BBA will destroy us.
Oh you Proponents of this thoroughly Evil Scheme: I throw my glove in your face: Show me, if you can, where I am wrong. Or rethink it. PH

1 Our Constitution does not authorize Congress to fund scientific research. Congress' only power in the areas of the arts and sciences is to issue patents and copyrights (Art. I, Sec. 8, cl. 8). If Congress obeyed Our Constitution and stopped funding "scientific" research, the proponents of these idiotic studies would have to do something useful instead of sucking at the taxpayers' teat.
2 We must repent of our desire to live at other peoples' expense. This is the contradiction which undermines the Tea Party. Many don't want a constitutional government of limited & enumerated powers. They just want to eliminate funding for programs they don't like. They want their social security, their Medicare, their government retirement pensions, their perks. I beg each of you who is now living at other peoples' expense: Are you willing to sacrifice your grandchildren so that you can keep your handouts? Or will you accept an orderly & gradual dismantlement of the unconstitutional "entitlement" programs?
3 Are you aware that federal executive agencies are forming their own SWAT teams? Are you aware that DHS is federalizing our local police and using their fusion centers to turn them into a national secret police - America's version of the STAZI? Building Obama's "civilian national security force" which is "just as powerful just as strong just as well funded as the military" takes money. Lots of it! The BBA will permit the President to write into the Budget the funding needed to build this armed force; and it will be under his sole & personal control.
4 Article V sets forth the exclusive methods of amending The Constitution.
5 In Federalist No. 26, Hamilton addresses how Congress is to determine (after public deliberations) the appropriations for the military; and warns that the President must never be given power over the purse respecting armed forces:
"The legislature of the United States will be OBLIGED, by this provision [Art. I, Sec. 8, cl. 12], once at least in every two years, to deliberate upon the propriety of keeping a military force on foot; to come to a new resolution on the point; and to declare their sense of the matter, by a formal vote in the face of their constituents. They are not AT LIBERTY to vest in the executive department permanent funds for the support of an army, if they were even incautious enough to be willing to repose in it so improper a confidence...." (9th para) [capitals are Hamilton's; boldface mine]
"It has been said that the provision which limits the appropriation of money for the support of an army to the period of two years would be unavailing, because the Executive, when once possessed of a force large enough to awe the people into submission, would find resources in that very force sufficient to enable him to dispense with supplies from the acts of the legislature...." (12th para)
Do you see that Hamilton warned us not to trust the President with power to determine the funding for the armed forces? Learn from Hamilton & Madison. Or perish.
6 If the President disagrees with the supreme Court's decision, he - who would, thanks to the BBA, hold both the sword & the purse - could ignore it with impunity. PH~
