U.N. to debut plan for world socialism in June – time for US to exit?

The United Nations is holding its’ “Conference on Sustainable Development” in Rio de Janero, Brazil, over three separate sessions in June, to which organizers, led by UN Conference Secretary-General of Rio+20, Sha Zukang [who 'really doesn't like Americans'], expect 193 attendees from governments, the private sector, NGOs and other stakeholders, according to the Sarah de Sainte Croix March 20, 2012 article in The Rio Times.

The stated themes of this colossal conference, which is structured around a 204-page report titled, “Working Towards a Balanced and Inclusive Green Economy, A United Nations System-Wide Perspective,” are “the green economy in the context of sustainable development and poverty eradication,” … [by and through] … “the institutional framework for sustainable development,” according to George Russell’s excellent and quoted-filled FOXNews article today.

More specifically, the debates will cover a … ‘breathtaking array of carbon taxes, transfers of trillions of dollars from wealthy countries to poor ones, and new spending programs to guarantee that populations around the world are protected–from the effects of the very programs the world organization wants to implement.

According to Russell, the Obama Administration officials have supported this “agenda,” which is designed to ‘make dramatic and enormously expensive changes in the way that the world does nearly everything—or, as one of the documents puts it, “a fundamental shift in the way we think and act.”

According to U.N. Secretary General Ban Ki-moon, proposals on how the “challenges can and must be addressed,” include:

–’More than $2.1 trillion a year in wealth transfers from rich countries to poorer ones, in the name of fostering “green infrastructure … climate adaptation … other green economy” measures.’

–’New carbon taxes for industrialized countries [amounting to] about $250 billion a year, or 0.6 percent of [US] GDP by 2020. Other environmental taxes are mentioned, but not specified.’

–’Further unspecified price hikes … derived from agriculture, fisheries, forestry, or other kinds of land and water use [industries], all of which would be radically reorganized–[to] “contribute to a more level playing field between established, ‘brown’ technologies and newer, greener ones.”‘

– ‘Major global social spending programs, including a “social protection floor” and “social safety nets” for the world’s most vulnerable social groups for reasons of “equity.”’

–’Even more social benefits for those displaced by [this] green economy revolution—such as those put out of work in undesirable fossil fuel industries. The benefits, called “investments,” would include “access to nutritious food, health services, education, training and retraining, and unemployment benefits.”‘

–’A guarantee that if those sweeping benefits weren’t enough, more would be granted … “Any adverse effects of changes in prices of goods and services, vital to the welfare of vulnerable groups, must be compensated for and new livelihood opportunities provided.”‘

“Transforming the global economy will require action locally (e.g., through land use planning), at the national level (e.g., through energy-use regulations) and at the international level (e.g., through technology diffusion),” the document says.

It involves “profound changes in economic systems, in resource efficiency, in the composition of global demand, in production and consumption patterns and a major transformation in public policy-making.” It will also require “a serious rethinking of lifestyles in developed countries.”

This ‘UN guidebook for global social engineering,’ was prepared by the Geneva-based United Nations Environmental Management Group (UNEMG), a consortium of 36 U.N. agencies, development banks and environmental bureaucracies–all of which rely on the contributions, from tax collecting nations for their very existence–not a single entity engaged in the production of goods or services, producing a profit and owning singular wealth.

This UN doctrine seems to directly channel Marx and Engel’s scribe of 1848, “The Communist Manifesto,” wherein its’ organizational and operational structure appears to largely be a paraphrasical equivalent to the 10 short-term demands Marx prescribed in section II., “Proletarians and Communists.”

However, instead of the UN overthrowing the capitalist system, it simply wants to tie it to a leash and be subject to the UN … [a] ‘dictatorship of the proletariat,’ to redistribute wealth around the world to “magically elevate the poverty class to the middle class.

The United States, arguably the most fertile and favorable ground for such a massive experiment, has already spent $15 [T]rillion in taxpayer treasure over the past 47 years attempting to circumvent market forces and eliminate poverty–with no affect.

Additionally, study after study has revealed the UN to have grown into an impossibly dysfunctional gargantuan, having negligent management skills, metrics and accountability, and a source of financially wasteful pandering–second only to the U.S. General Services Administration.

Actually, as this directly smacks of the long-discussed “UN Agenda 21,” America must treat this audacity of the United Nations as a wake up call, and say “[last] check please”–then hit the UN exit doors without delay.

Children Taught Agenda 21 With a Cartoon

I received the following from Mary Richmond on "Rainy Day Patriots."

Video:  Children Taught Agenda 21 With a Cartoon

This cartoon video was made for American children. Perhaps the adults can see the numerous things wrong with the new neighborhood designs being marketed as "smart growth," "sustainable communities," "walkable communities," etc.

Urban planning has great effects on collective choices that contribute to climate change. By defining the shape of a community, urban planning determines part of its energy consumption, and thus, the quantity of greenhouse gases released by dwellers. Nevertheless, it remains largely out of the general debate on this issue. SAGA CITY invites you to learn more about these stakes through to story of the city of Colvert.

Agenda 21 treaty on the horizon

http://www.canadafreepress.com/index.php/article/45478

While liberal journalists continue to claim that Agenda 21 is just a “conspiracy theory” being advanced by right-wing crackpots, the International Union for the Conservation of Nature (IUCN) and the International Council for Environmental Law (ICEL) have released their fourth Draft of the International Covenant on Environment and Development. This document was designed from the beginning to convert the “soft-law” non-binding Agenda 21 into firmly binding global law - enforceable through the International Criminal Court and/or the dispute resolution features of the Convention on the Law of the Sea.

Two excellent analyses of this document are available here, and here. Read the entire 242-page document here.

Few people understand that it is standard operating procedure for the U.N. to issue a massive non-binding policy document to test the water and make adjustments to its plans before introducing the real, legally-binding treaty. For example, the 1948 Universal Declaration of Human Rights, a “soft-law” instrument, was the precursor to the two 1966 U.N. Covenants on Human Rights. The 1992 U.N. Framework Convention on Climate Change called for “voluntary” compliance. But at the first meeting of the Conference of the Parties to the Convention, the group agreed to create a Kyoto Protocol to the Convention that would set legally-binding targets for all member nations.

Noah M. Sachs, a University of Richmond law professor and environmental expert, said: “Agenda 21 has been a dead letter for 20 years, its recommendations have not been implemented by most governments, and the U.S. has largely ignored it.”

Mr. Sachs is either ignorant of the facts, or is deliberately trying to mislead his readers. President Clinton’s President’s Council on Sustainable Development operated between 1993 and 1999 expressly for the purpose of implementing the recommendations in Agenda 21. At the 11th meeting of the PCSD, Ron Brown, then- Secretary of the Department of Commerce, said that his department could implement 67% of the recommendations under his jurisdiction by rule, without the need for new legislation.

ICLEI: Advancing Agenda 21 around the world

The International Council for Local Environmental Initiatives (ICLEI) was created at the behest of the U.N. expressly for the purpose of advancing Agenda 21 around the world. They claim more than 1200 cities around the world have joined their organization for assistance in implementing “sustainable development”—defined to be the recommendations contained in Agenda 21. More than 600 of these cities are in the United States.

Mr. Sachs: Agenda 21 is not a dead letter!

A few organizations, Freedom21, Freedom Advocates in California, and the American Policy Center have been teaching Agenda 21 to people since the mid 1990s. In the last few years, Tea Parties, 9/12 and property rights groups have seen how ICLEI and liberal local officials have been converting the recommendations in Agenda 21 into binding law, by incorporating these recommendations into comprehensive land use plans. Dozens of cities have terminated their membership in ICLEI after local groups showed their elected officials how their plans actually reflect the recommendations in Agenda 21.

Those who like to ridicule by pointing to an imaginary global plot to rule the world, are either ignorant of the facts, or don’t want people to know that the IUCN and the ICEL have been working since 1995 to get Agenda 21 converted into binding international law. It is not a plot. It is not a conspiracy. It is a fact. The IUCN is not going to stop until they are successful. Virtually every environmental treaty adopted by the U.N. in the last several decades was written by the IUCN.

The IUCN consists of governments, government agencies, and non-government organizations. Seven federal agencies pay more than $500,000 per year to be members of the IUCN. Many of these people are the same people who are delegates and attend the U. N. meetings where these treaties are adopted. Federal employees helped write this fourth draft of the International Covenant on Environment and Development.

President Obama is on the Agenda 21 bandwagon

President Obama is on the Agenda 21 bandwagon. In addition to challenge grants offered by federal agencies to entice local communities to create comprehensive land use plans, he, like Bill Clinton, has issued Executive Orders to advance the agenda without interference from Congress. Obama issued an Executive Order to create the White House Rural Council last year. On March 15, he issued another Executive order creating the White House Council on Strong Cities, Strong Communities. The next day, another Executive Order, National Defense Resources Preparedness, vastly expanded the President’s power to control virtually all resources in times of emergency.

In view of the facts that are readily available and undeniable, whenever a journalist or a politician, or an ordinary environmental extremist claims that Agenda 21 is not real, or is just a “conspiracy theory,” or the imaginations of right-wing crackpots, their comments can be dismissed and their motives challenged.

The U.N., the IUCN, and the ICEL—are working as hard as they can to get Agenda 21 converted into binding international law

The international community—the U.N., the IUCN, and the ICEL—are working as hard as they can to get Agenda 21 converted into binding international law. It will happen unless informed Americans stand up—as they have begun to do across the country—and kick out ICLEI, Agenda 21, and realize that use of the term “sustainable development” is nothing more than a sound-good substitute for Agenda 21.

Everyone should learn all they can about Agenda 21 and sustainable development, and join the battle to keep it away from America. A great place to start is here (video 18:54).

Meanwhile… Agenda 21 is in full swing in CA…

The wildlands plan calls for the rewilding of over 50% of the U.S. Well here in California they are closing roads, destroying dams and more. Here’s the latest in road closures to keep YOU the American people off of YOUR rightful land!!!!

PRESS RELEASE

Court Order Prohibits Motorized Vehicle Travel on 42 Popular OHV Routes
Release Date: Apr 4, 2012   Placerville, CA

Forty-two off-highway-vehicle routes that cross meadows in the Eldorado National Forest may be closed to motor vehicle travel this recreation season while the Forest Service completes an environmental analysis, announced Eldorado National Forest Supervisor Kathy Hardy.

The potential travel prohibitions are the result of a February 2012 court order by U.S. District Court Judge Lawrence Karlton. The order said the Forest Service failed to comply with the National Forest Management Act in 2008 when it designated “open for public motor vehicle use” portions of 42 routes that cross meadows. Judge Karlton ordered the Forest Service to “set aside” the decision that designated these segments as open and to reconsider the decision.

A final court order with further direction to the Forest Service is pending. In the interim, Karlton ordered the 42 routes remain closed to motorized public use. The final order will identify specifically where travel will be prohibited until a new environmental decision is made.

“I know that prohibiting travel on these routes will be a big disappointment to forest visitors, but we have to be responsive to the order.” said Hardy. “I have a team of people lined up to complete a supplemental environmental impact statement as quickly as possible.”

The SEIS is scheduled to begin in April or May 2012 and to be completed by April 2013.

Hardy says many popular high county routes may be affected by the closure. Some of these routes include: Barrett Lake Jeep Trail; Squaw Ridge Four Wheel Drive Trail; Clover Valley/ Deer Valley Trail; Strawberry Four Wheel Drive Trail; Carson Emigrant Trail; Allen’s Camp Motorcycle Trail and the Bucks Pasture Motorcycle Trail. The Rubicon 4wd Trail is not affected by this court order.

Maps and a complete list of the routes affected by the court order will be posted on the Eldorado National Forest website at:

http://www.fs.usda.gov/eldorado. These maps will be modified to reflect the final court order once it is received. A free-of-charge motor vehicle use map that shows the routes that are open to wheeled motor vehicle use will be available at all Eldorado National Forest offices in June 2012 reflecting the final order.
“I intend to close the routes where it makes sense to do so if the final order prohibits travel on routes that cross meadows,” said Hardy. “A route may be closed near a meadow or some distance away depending on how difficult it is to turn a vehicle around.”

Some routes will also be closed indirectly because they branch off closed routes and will not be accessible.

"...current lifestyles and consumption patterns of the affluent middle class - involving high meat intake use of fossil fuels, appliances, home and work-place air-conditioning, and suburban housing - are not sustainable. Bad things happen when Agenda 21/ICLEI advocates come to your town. When fully implemented, ICLEI regulations will severely limit access to electricity and transportation, deny the common citizenry noninvasive access to beautiful wilderness areas, destroy private business, impose unsustainable tax rates, will arbitrarily seize private property for personal gain, will promote corruption at the highest levels of industry and government, have endorsed and implemented extreme population reduction methods and now ICLEI advocates have added child theft to their list of heinous crimes against humanity perpetrated against those who would dare to oppose their fascist policies

Agenda 21 is very real and has been adopted by the Olympic Committees!

I have been skeptical of the Olympic committees, and the new world order symbols for quite some time.   The fact that Hitler actually created the modern symbols (rings) used, and used the first Olympics as a way to invade countries.

The Agenda-21 path the Olympics wanted to take was/is being financed  by international corporations like Shell Oil.

AGENDA 21 – THE FOUR PART PROCESS

This article and video is an excellent description of what they've been doing; it lays it out really clearly!

Agenda 21 explained very well. Including implications it will have on humanity. Opinions within the video come in some cases from those that were in on the negotiations. Truly an interesting watch.

The Four Part Process Leading to Sustainable Development

So how is this wrenching transformation being put into place? There are four very specific routes being used. In the rural areas it’s called the Wildlands Project. In the cities it’s called smart growth. In business it’s called Public/Private Partnerships. And in government it’s called stakeholder councils and non-elected boards and regional government.

The Wildlands Project was the brainchild of Earth First’s Dave Foreman and it literally calls for the “re-wilding” of 50% of all the land in every state – back to the way it was before Christopher Columbus set foot on this land. It is a diabolical plan to herd humans off the rural lands and into human settlements. Crazy you say! Yes. Impossible? Not so fast. From the demented mind of Foreman, the plan became the blueprint for the UN’s Biodiversity Treaty. So now the scheme is international in scope. But how do you remove people from the land? One step at a time. Let’s begin with a biosphere reserve. A national park will do. A huge place where there is no human activity. How about Yellowstone National Park? Then you establish a buffer zone around the reserve. Inside the buffer only limited human activity is allowed. Slowly, you squeeze until you squash that human activity. Once accomplished, you extend the area of the biosphere to the limits of the former buffer area – and then you create a new buffer zone around the now larger biosphere and start the process over again. In that way, the Biosphere Reserve acts like a cancer cell, ever expanding, until all human activity is stopped. And there are many tools in place to stop human activity and grow the reserve. Push back livestock’s access to riverbanks on ranches; 300 feet ought to do it.

When the cattle can’t reach the stream, the rancher can’t water them — he goes out of business. Lock away natural resources by creating national parks. It shuts down the mines — and they go out of business. Invent a Spotted Owl shortage and pretend it can’t live in a forest where timber is cut. Shut off the forest. Then, when no trees are cut, there’s nothing to feed the mills and then there are no jobs, and — they go out of business. Locking away land cuts the tax base. Eventually the town dies. Keep it up and there is nothing to keep the people on the land – so they head to the cities. The wilderness grows – just like Dave Foreman planned.

It comes in many names and many programs. Heritage areas, land management, wolf and bear reintroduction, rails to trails, conservation easements, open space, and many more. Each of these programs is designed to make it just a little harder to live on the land – a little more expensive – a little more hopeless. Now tell me how they can deny that the process is herding people into human habitat areas?

In the West, where vast areas of open space make it easy to impose such policies there are several programs underway to remove humans from the land. Today, there are at least 31 Wildlands projects underway, locking away more than 40 percent of the nation’s land. The Alaska Wildlands Project seeks to lock away and control almost the entire state. In Washington State, Oregon, Idaho, Montana, parts of North and South Dakota, parts of California, Arizona, Nevada, New Mexico, Wyoming, Texas, Utah, and more there are at least 22

Wildlands Projects underway. For example, one project called Yukon to Yellowstone (Y2Y) – creates a 2000 mile no-man’s land corridor from the Arctic to Yellowstone. East of the Mississippi, there are at least nine Wildlands projects, covering Maine, Pennsylvania, New York, West Virginia, Ohio,Virginia, Tennessee, North and South Carolina, Georgia and Florida. Watch for names of Wildlands Projects like Chesapeake Bay Watershed, Appalachian Restoration Project and Piedmont Wildlands Project.

The second path is called Smart Growth. After they herd you into the city, they have more plans for you in regimented and dense urban communities. They put a line around the city and tell you no growth can take place outside that line. Urban sprawl, they say disdainfully. They refuse to build more roads as a ploy to get you out of your car into public transportation, restricting mobility.

Because there is a restriction on space inside the controlled city limits there is a shortage of houses, so prices go up. That means populations will have to be controlled, because now there is a shortage of land.

Cities are now passing “green” regulations, forcing homeowners to meet strict guidelines for making their homes environmentally compliant, using specific building materials, forcing roof replacements, demanding replacement of appliances, and more. In Oakland, California, such restrictions with compliance demanded in just a matter of a few years will cost each homeowner an estimated $36,000. The Cap-N-Trade bill contains a whole section on such restrictions for the nation.

Third, inside the human habitat areas, government is controlled by an elite ruling class called stake holder councils.

These are mostly nongovernmental organizations, or NGOs, who, like thieves in the night, just show up to stake their claim to enforce their own private agendas. The function of legitimate government within the system will be simply to enforce the dictates of the councils.

The councils are unelected, but all powerful. They are controlled by a small minority in the community, but they are all powerful. They will make you ask permission (usually denied) for anything necessary to live in the community. They destroy business. They dictate the number of outlets a business may have in a community, no matter what the population demands. For example, in San Francisco there can only be seven McDonalds. Period.

They can dictate the kind of building materials you can use in your home – or whether you can build on your property at all. Then, if they do grant a permit for building, they might not decide to let you acquire water and electricity for your new home – and they may or may not give you a reason for being turned down.

They can dictate that you get the proper exercise – as determined by the government. Again, San Francisco is building a new federal building – the greenest ever built. The elevators will only stop on every third floor so riders are forced to use stairs – for their own health, of course.

These councils fit almost perfectly the definition of a State Soviet; a system of councils that report to an apex council and then implement a predetermined outcome. Soviets are the operating mechanism of a government-controlled economy.

The fourth path is Public/Private Partnerships. Today, many freedom organizations are presenting PPPs as free enterprise and a private answer for keeping taxes down by using business to make a better society. In truth, many PPPs are nothing more than government-sanctioned monopolies in which a few businesses are granted special favors like tax breaks, the power of eminent domain, non-compete clauses and specific guarantees for return on their investments.

That means they can charge what they want and they can use the power of government to put competition out of business. That is not free enterprise.

And it is these global corporations that are pushing the green agenda.

For example, using government to ban its own product, General Electric is forcing the mercury-laden green light bulb on you, costing 5 times the price of incandescent bulbs. Such is the reality of green industry. PPPs are building the Trans Texas Corridor, using eminent domain to take more than 580,000 acres of private land – sanctioned by the partnership with the Texas government. And PPPs are taking over highways and local water treatment plants in communities across the nation. PPPs controlling the water can control water consumption – a major part of the Sustainable Development blueprint.

The North American Free Trade Agreement (NAFTA) is the root of the “Free Trade” process and the fuel for PPPs between international corporations and government, thereby creating an “elite” class of “connected” businesses – or what Ayn Rand called “the power of pull.” Success in the PPP world is not based on quality of product and service, but on who you know in high places. To play ball in the PPP game means accepting the mantra of Sustainable Development and helping to implement it, even if it means going against your own product. That’s why Home Depot uses its commercials to oppose cutting down trees and British Petroleum advocates reducing the use of oil. It is not free enterprise, but a Mussolini-type fascism that will only lead to tyranny. And it’s all driven by the Agenda 21 blueprint of Sustainable Development.

The United Nations’ (UN) Colonization of America Fueled by Obama

clip_image001

The pith helmet is an icon of colonialism

Can you feel things intensifying? Does it feel like there’s more going on than meets the eye? The things you’ll read about in this article are out in the open – available for all to see – and their disturbing and destructive nature are consistent with the transformation we’re experiencing. Let’s first start off by calling it what it is.

Jürgen Osterhammel defined it best in Colonialism: A Theoretical Overview:

“Colonialism is a relationship between an indigenous (or forcibly imported) majority and a minority of foreign invaders. The fundamental decisions affecting the lives of the colonized people are made and implemented by the colonial rulers in pursuit of interests that are often defined in a distant metropolis. Rejecting cultural compromises with the colonized population, the colonizers are convinced of their own superiority and their ordained mandate to rule.”

Research into many of the actions, goals and objectives of the United Nations (UN) and President Obama lead to one very clear conclusion…

The UN is colonizing America and Obama is aiding and accelerating that colonization.

The “distant metropolis” in Osterhammel’s description is the UN and this article exposes the correlation between the UN agenda and what is happening to America.

Why is it important to understand who and what is behind the transformation we’re experiencing? To ascertain what they have in store for us. As you will see, the goals of the “colonial rulers” (i.e. global elites) are destructive to our way of life and if they are successful, freedom as we’ve known it will be extinguished. That is their goal and it’s our job to know the enemy, raise awareness and fight back until we’re victorious.

Focusing our time and energy on politicians in D.C. is important, but knowing what’s driving them and where they’re taking us is crucial. Who is driving them? If you think it’s “We The People,” guess again. For example, we didn’t want Obamacare, yet they pushed it through. We didn’t want Obama to plunge us deeper into debt, yet he’s overspent by $5.15 Trillion in just 3 short years. To put that in perspective, it took 218 years for all prior Presidents to accumulate $5 Trillion in debt, but Obama did it in 3 years. We don’t want our children and elderly to have their private parts touched, yet our government is expanding their TSA forces with VIPR units that will operate in many venues. Consider even the smallest things we once took for granted… As kids, we used to be able to sell lemonade; kids today are being told they cannot. And the list goes on and on.

So who is driving our politicians in D.C.? The “colonial rulers” in the UN – and Obama is one of them, as were Presidents before him. What’s different now is that Obama is thrusting the globalist agenda right out in front for all to see. Previous Presidents masked their implementation of portions of the UN agenda, but not Obama.

For example, which U.S. President openly refers to us as “global citizens?” Who places international law above America’s laws? Who talks about global governance? Who openly nationalizes entire U.S. industries? Which U.S. President presided over the UN when it’s illegal to do so? Who reports a State in the U.S. (Arizona) to the UN for “human rights violations?” Who starts a war in Libya per UN direction, without any threat to American interests whatsoever, and violates U.S. law by claiming Congressional approval is not required? This list goes on and on too.

Take a look at the UN Conferences and Observances from February of 2008 at this link and notice the parallels between this and what Obama has done in the past 2½ years. Don’t let the innocent wording fool you… Try to imagine Iran or North Korea willingly addressing, funding and implementing these things in their country. America is clearly their target, the most free and prosperous nation the world has ever known. Colonize and rule over America and the rest will fall like dominoes.

Listed below are a few UN items correlated with some of what’s been happening to America in the last 2½ years.

UN Treaty on the “Non-Proliferation of Nuclear Weapons” (UN resolution 62/37)

· Obama signs the New Start Treaty placing control of critical components of America’s national defense in the hands of Russia.

· Russia, China and Venezuela support Iran in their efforts to develop nuclear capabilities.

· Obama releases Britain’s classified defense information.

UN “Disarmament” Week (UN resolution 50/72)

· Obama and Hillary Clinton support the UN Small Arms Treaty which jeopardizes our 2nd Amendment rights.

· Obama, Clinton and Holder devised a program (Fast & Furious) to arm Mexican drug cartels and criminals with guns from the U.S. When people on both sides of the border were killed by the cartels/criminals and the program was exposed, Obama’s minions were at the ready to decry lax gun laws in America.

UN Education for “Sustainable Development” (UN resolution 57/254) (2005-2014) and International Year of Planet Earth (UN resolution 60/192)

· Visioning Workshops are taking place in communities throughout the U.S. to solidify the UN Sustainable Development plan (Agenda 21 – their term, not ours) now that ICLEI/Sustainable Development is embedded into every local community.

· Obama enacts EO 13575 and begins buying up flooded farmland (see “Natural Fibres” below).

· At the Rio Earth Summit, Maurice Strong (UN) said, “Current lifestyles and consumption patterns of the affluent middle class – involving high meat intake, use of fossil fuels, appliances, air-conditioning, and suburban housing – are not sustainable.”

· “Effective execution of Agenda 21 will require a profound reorientation of all human society, unlike anything the world has ever experienced – a major shift in the priorities of both governments and individuals and an unprecedented redeployment of human and financial resources. This shift will demand that a concern for the environmental consequences of every human action be integrated into individual and collective decision-making at every level.” — UN Agenda 21 (signed by G. H. W. Bush, 1992)

· “In searching for a new enemy to unite us, we came up with the idea that pollution, the threat of global warming, water shortages, famine and the like would fit the bill. All these dangers are caused by human intervention, and it is only through changed attitudes and behavior that they can be overcome. The real enemy then, is humanity itself.”–Al Gore, Club of Rome executive member.

UN International Year of “Natural Fibres” (UN resolution 61/189) (2009)

· Obama signs S.510 Food Safety Act into law to take control of America’s food supply.

· Obama enacts EO 13575 to place 95% of U.S. land area (rural America) under government control (and he brings the word “fibre” into the language of the EO).

· Obama’s Federal government begins buying up farmland they flooded; George Soros is in on it.

UN International Human “Solidarity” Day (UN resolution 60/209)

· Is it coincidence that the term “Solidarity” is being promoted by Obama, his administration, Union Leaders, radical far-left groups in Wisconsin and across America and even in Egypt and throughout the Middle East?

UN “Natural Disaster Reduction” (UN resolution 44/236)

· Promoting a “global culture of natural disaster reduction – including disaster prevention” presupposes that humans have control of natural disasters. Do you find that as interesting as I do?

· DHS and FEMA happened to be in New Zealand when a major earthquake hit.

· Major “preparedness” operations occurred in many states this year, directed by FEMA.

UN International Year of “Biodiversity” (UN resolution 61/203) (2010)

· According to the UN Global Biodiversity Assessment, “A reasonable estimate for an industrialized world society at the present North American material standard of living would be 1 billion. At the more frugal European standard of living, 2 to 3 billion would be possible.” (An estimated 6.93 billion “world society” are alive today).

· When Obama was asked, “Do you support maintaining the strong protections of the Endangered Species Act, and do you think the Act is fundamentally sound?” his answer was “Yes”.

UN “Solidarity with the Palestinian People” (UN resolution 62/81)

· Obama threw Israel under the bus when he called for a return to the pre-1967 borders – which would leave Israel unable to protect their people from the barbarians who surround them and want to kill all the Jews.

UN “Education for All” (UN resolution 61/140) and UN World Day of “Social Justice” (UN resolution 62/10) (2009)

· Under the façade of literacy, educational curriculum is focusing on the indoctrination of all children on climate change, worship of mother earth, being a global citizen and social justice. For example, Obama’s Federal Department of Education, consistent with Al Gore’s preaching, is moving forward to teach all children about climate change, instruct them to teach their parents about it, call out and ridicule “deniers” and loathe capitalism and humans as the oppressors of “mother earth.” No mention will be made of Al Gore’s private jets, SUV’s and energy-sucking mansion in classrooms throughout America.

· “Social Justice” diversity manuals have made their way into at least 13 school districts across America and 3 school districts in Canada. The manual “asserts the government and other institutions create advantages that “channel wealth and power to white people” and calls on educators to “take action for social justice.” The Omaha World-Herald states, “Only those educators who acknowledge the existence of white privilege in America, that ‘white’ is a culture in America and that race ‘is a definer for social and economic status’ can reach proficiency.” Those who don’t are asked what they will do “to align yourself with the values expressed… The book says teachers must overcome irrational fear of homosexuality and reject the “color-blind” approach to teaching in which teachers treat all children the same. Instead, the group identity of students of color should be recognized and esteemed, the authors say.”

Behind closed doors the UN is now planning to implement a global tax to suck more out of the pockets of Americans and into the hands of the colonial rulers.

Although Obama and his base of radical far-left comrades accuse America of colonialism and imperialism, the agenda that Obama is implementing is the UN agenda designed to overtake and rule America. Global governance, by its very nature and intent, is the establishment, maintenance, acquisition and expansion of UN control over territories (i.e. countries) – and that’s “COLONIZATION.”

The cast of characters who set the agenda that Obama is imposing in the U.S. are the same “colonial rulers” who craft the UN’s agenda. George Soros, Maurice Strong, Al Gore, Henry Kissinger, Bill and Hillary Clinton and other Progressive global elites – including Barack Hussein Obama. They are the force behind the transformation, globalization and colonization of America.

Even Vladimir Lenin knew that it was the “colonial rulers” who were in control when he said, “The state does not function as we desired. The car does not obey. A man is at the wheel and seems to lead it, but the car does not drive in the desired direction. It moves as another force wishes.”

For the first time in American history, we have a President who is openly moving our country at an accelerated rate in the direction that another force wishes. That force is the UN, led by the “colonial rulers” who are convinced of their own superiority and their ordained mandate to rule.

As W. Cleon Skousen wrote in The Naked Capitalist, “Power from any source tends to create an appetite for additional power… It was almost inevitable that the super-rich would one day aspire to control not only their own wealth, but the wealth of the whole world. To achieve this, they were perfectly willing to feed the ambitions of the power-hungry political conspirators who were committed to the overthrow of all existing governments and the establishments of a central world-wide dictatorship.”

Obama has opened wide the door to UN control of America under what these UN colonial rulers call the “New World Order.”

A Green World Religion

“As documented in a recent series of reports, the sustainability doctrine is infesting all of higher education. “It emphasizes maximal conservation of resources and government regulation to the near exclusion of other approaches.”[9] Every single student must be knowledgeable and engaged in sustainability.

The analysis there of the movement emphasized its economic and political imperatives. At one level this is largely accurate. The sustainability movement is heir to the disappointments of European socialists and ex-communists. It sprang into existence in 1987 with the report of the UN Commission on Environment and Development, chaired by Norwegian prime Minister Gro Harlem Brundtland. The connection to land-use planning, the commitment to extra-territorial regulation, and the readiness to by-pass democratic procedure are in the DNA of the sustainability movement. A great deal of its mischief, as in the persistently misleading pronouncements from the Intergovernmental Panel on Climate Change, stems from the grounding of the sustainability movement in attitudes far removed from American political and cultural traditions.

But the traction that the movement has gained in the United States doesn’t have much to do with spontaneous admiration for UNESCO bureaucrats or international elites who jet around the world promoting massive transfers of wealth to impoverished nations. Those ideas eventually find welcome in the minds of students who have worked their way deep inside the concept that they are now ‘citizens of the world.’ The movement’s mass appeal lies elsewhere.

Sustainability is first of all an emotional summons—one that combines elemental fears with hopes of salvation. It draws heavily on Judeo-Christian imagery and a secularized, but not very deeply disguised, Christian narrative of a good creation corrupted by human sin and headed for disaster, which might be staved off through sufficient acts of penitence—like giving up the internal combustion engine, not to mention bottled water and cafeteria trays.

The religious narrative is interwoven with other strands of Western mythology. It isn’t hard to find Rousseau’s imaginary picture of man uncorrected by civilization filtering into the dreams of sustainatopians. The movement expresses a longing for lost innocence, for the “re-enchantment” of nature as one of its proponents puts it, and for an easily captured high ground on which alienation from mass consumerism can be played out as though it had positive content. Somehow we can feel better about ourselves if we believe the world is going to wrack and ruin because of the heedlessness and greed of others.

And it thrives because it is a substitute religion that demands a manageable degree of expiation, self-sacrifice, and guilt.[10]

Not that any of this is anything new. The ancient agenda has always been, and will always be, the vie for total global domination. The only thing that changes is the excuse used to put fear into the population, in that they would go along.”

If I told you that your tax dollars (130,000 of them) went to buying a “diversity” manual that asserts the government and other institutions create advantages that “channel wealth and power to white people” and calls on educators to “take action for social justice,” what would you do? And if I told you that such a manual was required staff reading in Omaha, NE schools, what would you say? Don’t believe me? Read on to learn about “The Cultural Proficiency Journey: Moving Beyond Ethical Barriers Toward Profound School Change.” The book is a manifesto on cultural awareness. But what it…

The United Nations Bans Opposition to Its Global Tax Design Meeting

by Cathie Adams
Eagle Forum International Issues Chairman

When United Nations Secretary-General Ban Ki-moon announced his plan “to fundamentally transform the global economy — based on low-carbon, clean energy resources,” few realized he was calling for a new global tax to be designed without public scrutiny, but that is exactly what he meant. To thwart it, the UN’s flawed process and its tax design scheme must be exposed.

The UN’s one nation, one vote system has been used since its founding to render the U.S. impotent, regardless of the fact that we are its major financial donor. It is credulous to think that UN reforms could fix its flawed process. Banning the press and global tax opponents from its July 13-14 tax design meeting in Tokyo, Japan, for example, is anathema to a democratic process, but the UN is not a democracy. Rather, its unelected bureaucrats use a “collaborative decision-making process” to reach “consensus” with no debate or expressed opposition. The UN calls it “global governance” and Ban Ki-moon describes how it works: “While we are all in the same boat, not all have a say in how to steer it.”

AGENDA 21 – Ending Liberty in America

Great article by buddy AJ at the NoisyRoom Please read! M~

clip_image002

Long Island City Housing Projects

The picture above represents the kind of structure we’ll soon be herded into – you, me, our families – everyone in America. Well… everyone except the powerful politicians and elites who are working to corral us into these government housing tenements. The streets will be replaced with trains and the cars will be gone.

Unbelievable you say? You think it’ll never happen? The planning is going on right now in your community and in every region throughout the United States. This is Agenda 21. This is what they mean by Sustainable Development, Smart Growth, ICLEI (International Council for Local Environmental Initiatives), etc. It’s already embedded into the general plan of every community. The transformation will be complete within 25 years and it’s funded with our tax dollars and funds from George Soros and Van Jones’ radical left organizations like OSI, the Tides Foundation, Apollo Alliance and Green For All.

This video contains a graphic simulation which reaffirms that Agenda 21 will change the way we live:

Masdar Initiative – Worlds First 100% Carbon Free Community AMAZING!

Notice during the Masdar presentation, the narrator uses statements like “a compact, high density city” (i.e. people packed tightly together), “the unique design of its walled city” and “one day, all cities will be built like this.” Don’t be fooled by the slick computer graphics; we know the government won’t be building slick futuristic cities for us. But they will be packing us in tightly and cutting off our ability to travel beyond the confines of our new tenements. They’re telling us exactly what they have planned for us.

The United Nation’s (UN) Agenda 21 publication is meant to be complex so that it will be difficult to wrap our brains around its contents to envision how it will affect us. They want it to be hard for us to communicate it to others so that we can’t work together to stop it. Many people unfortunately focus on the “global warming” and environmental aspects of the plan to the point of creating a mental barrier that prevents them from truly understanding where Agenda 21 is taking us in our everyday lives.

Many people don’t realize that 77 – 84% of us live on just 3% of America’s land area. Only 16% of us live in rural areas. 95% of America’s land is rural and there are vast areas that are underdeveloped.

Agenda 21 is not a Republican or Democrat issue; it is a Progressive Marxist globalist plan from the UN that’s supported by the global elites – some of whom we know (George H.W. Bush and other Progressive Republicans, Barack Obama, Hillary & Bill Clinton, Al Gore,George Soros, Maurice Strong, Van Jones, Richard Trumka, Andy Stern, etc.)

Agenda 21 is supported by past and current Presidents and the long-time “establishment” politicians in Washington D.C.; it’s being implemented by our state and local governments and city councils, some of whom are blindly following orders without knowing where all this is really leading. When Progressives hear us talking about Agenda 21, they ridicule us in an attempt to get us to shut up and sit down. The evidence is available and the UN promotes it openly, but Progressives won’t talk about that part.

You might be thinking Agenda 21 is too complex and there’s no way it’ll be fully implemented. Not so. It’s already being implemented and my goal is to provide information which shows some of the ways they’re getting us there. To describe how this works, it is presented below in the form of seven questions and answers.

First question: How will they get us to buy into such a radical transformation of our way of life? How will they get us into these government housing tenements?

Answer: Social Justice. They’re already infiltrating our churches and indoctrinating our youth so that their agenda will have momentum with easily influenced and impressionable kids and adults. We’re well aware that Progressives have been pushing the Social Justice mantra and making it sound altruistic, but what does Social Justice really mean and what does it look like? They won’t tell us, but Al Sharpton told his congregation. Listen closely and really think about what he’s saying. “The dream was to make everything equal in everybody’s house.”

Al Sharpton: We Won’t Have True Social Justice Until Everything is Equal in Everybody’s House

So you see… herding us into government tenements equalizes everyone’s “social class” by making everything equal in everybody’s house. Social Justice is achieved when your home is just like mine and everyone else’s. It doesn’t mean we’ll all have a nice home; it means we’ll all be stacked and packed into homes that are the same – “equal.” Van Jones describes the social equalization of Social Justice too.

Van Jones ~ Definition of Social Justice

Another mantra is Global Citizen. Sounds cool, doesn’t it? The sheeple who are buying into this will have a rude awakening when global governance is instituted and they experience what it’s like living in third world conditions, losing all freedom and becoming enslaved under an international totalitarian regime.

For the past 2 years we’ve heard Progressive politicians tell us that a home, a job, food and healthcare are “rights.” If they can establish those things as “rights” granted by the government, they will have the power to tell us what home, what job, what and how much food and what healthcare we’re entitled to receive. History shows that totalitarian regimes already did this and it led to the murder and starvation of 135 million innocents, but public schools won’t teach this to our children. Nor will they teach them that our U.S. Constitution gives us inalienable rights granted by our Creator so that no man, no government, can ever take them away from us. That’s why Progressives have to change our Constitution.

Second question: What about our right to own property? They cannot take private property from its rightful owner, can they?

Answer: Yes, they can and they are. Laws and Executive Orders have been enacted and many people are already losing their property through eminent domain, greenlining and oppressive environmental regulations which make it cost prohibitive for them to comply or legally fight it in the courts. The relative few who are able to fight and win are throwing a monkey wrench into Agenda 21, but until Progressives can eliminate our property rights altogether, they’ll keep tightening the noose.

Again, we’ve noticed all the recent talk about our Constitution being outdated and in need of a re-write. Notice that Fannie Mae and Freddie Mac, owned by our Federal Government, are accumulating nearly all home mortgages and foreclosures in America. Our government has over 3,000 public housing agencies in the U.S. and Fannie and Freddie already instituted a ‘Deed to Lease’ program whereby homeowners turn their deed over to the government and rent their property from the government. Slowly but surely, they’re already taking possession of private property. And under Obama, they’ve been buying up land at break-neck speed.

Obama just enacted EO 13575, bringing the full weight and power of the entire Federal Government to bear as they begin to tighten the squeeze on 16% of our population who live in rural America. Why? They need to vacate those people so that they can take over all rural areas in America.

Third question: If a person doesn’t have a mortgage because they paid off their house/land, won’t they be safe?

Answer: The goal of our government is to make it cost prohibitive for you to hold onto your land. Whether they fight you through eminent domain, skyrocketing property taxes or regulations that are too costly for you to comply with, they will do whatever is necessary to exhaust your financial resources so that you’re left with no choice but to eventually walk away from your property.

Another tactic at their disposal is a “man-caused disaster.” That’s right. They could flood your land in order to displace you and then swoop in and offer you pennies on the dollar to take it off your hands. Hey, wait a minute… they’re already doing that. Yes, George Soros is already buying up the farm land that the government flooded when they exploded the dams in our heartland. Slowly but surely and through whatever means necessary, they will continue to make progress in acquiring the vast majority of all land in America – of which they already own at least 40%.

Fourth question: You mention food, healthcare and a job for everyone; isn’t that a good thing?

Answer: In short, food and healthcare will be rationed; you’ll receive only what they allow you to have. Your job will be what they tell you your job is.

For example, have you wondered why Michelle Obama has made it her mission to change the way we think about food despite the fact that so many of our daughter’s suffer from eating disorders because they won’t eat? She’s preparing us for food rationing by nudging us away from the foods we may enjoy most, while at the same time using the full weight (pardon the pun) of the White House to strong-arm those who sell food into limiting our choices. Mayor Bloomberg’s ban on salt fits nicely into their plan to recondition us. And wasn’t it Michelle Obama who said, “We are going to have to make sacrifices; we are going to have to change our conversations; we’re going to have to change our traditions, our history.” Separately, these things don’t seem like much, but when you know the agenda that’s at work, you’re able to see how these things fit into the overall plan.

Exclusive footage: Police raid organic food stores

Healthcare rationing has been taken care of with Obamacare and the 15-member panel of bureaucrats who will decide what care we will and won’t receive. And it’s no accident that Obamacare also cuts half a trillion from Medicare, enabling the start of rationing for our elderly in 2014.

Jobs will be assigned by the government and many of us will work to provide the food, healthcare and maintenance of the tenements that’s needed to sustain ourselves and those in our city. I’m sure we won’t be doing these jobs to earn a paycheck. We’ll do them in exchange for the food, home and healthcare they permit us to have. If we object, they’ll withhold those things from us and our family until we no longer object.

Fifth question: That’s slavery. How can they possibly keep us under control and prevent us from protesting?

Answer: Why would our President need a national civilian security force? To keep us under control. If this seems unbelievable, ask yourself: “Why did Obama say this?” He said it, not us.

Obama Civilian Security

Sixth question: If they get us into these tenement cities and keep us there, what will they be doing?

Answer: Here’s my guess… all my research and the use of good common sense tells me that they’ll be harvesting the bounty of natural resources that exist in abundance right here in America. Oil, natural gas, water, you name it. Using workers from other countries, they’ll be extracting our natural resources and selling them to the highest bidder on the international market. They’re already establishing Foreign Trade Zones, selling off our land to China and Russia, and granting citizenship through the EB-5 visa program so their laborers can work in our country.

Meanwhile, we’re aware that Obama’s working to collapse our economy, de-industrialize our country, and weaken our military and civilian defenses. Those are certainly essential components to achieving the goals and objectives of Agenda 21. Bring Americans to their knees and they’ll cry out to government for help. We already know the framework they’re putting in place, so they’ll usher the rest of us right into it.

There are other important aspects like monitoring our communication, rationing our energy usage, education, and population control that I haven’t yet touched on, but my goal in this article is to enable you to envision what their plan is and how they’re getting us there through things they’re already doing. Please do your own research; you’ll see that these things are truly happening and, as Progressives do, they make it available for us to see if we choose to look. Agenda 21 isn’t a theory and it’s not a conspiracy; it’s out in the open and being put in place. Item 2 below even shows you the kind of dog and pony show they put on in communities to get your buy in… so they can say the people in the community agreed.

Seventh question: What can we do to stop this?

Answer: Learn as much as you can, get involved locally and tell your neighbors.

1. Go to this website to learn more; some communities have been successful in stopping it locally. Many, many more are needed: http://www.freedomadvocates.org/

2. Watch this video which shows how people respectfully thwarted the “buy in” that their community Agenda 21 program was seeking from them: ONE BAY AREA: “AGENDA 21″, the UN’s diabolical plan comes to the San Francisco Bay Area

3. Watch this presentation to learn more; environmental issues are addressed that provide good information. Keep the Agenda 21 end-game in mind as you watch it in order to use the information in the most helpful way to communicate with others. Taking Liberty

4. Watch this video of a liberal Democrat who is speaking out and working hard to stop Agenda 21: How your community is implementing AGENDA 21

5. Ask every presidential candidate whether they will stop Agenda 21. We need an answer from all of them. (Michele Bachmann is the only candidate who stated that she will stop Agenda 21).

6. Get involved locally and run for office if you can. Educate the people in your local government so they can help stop this.

7. Spread the word about Agenda 21 and organize within your community.

Agenda 21 UN: The History of Sustainable Development - Connecting the Dots - Funding from Omnibus

Agenda 21, Private Property and National Sovereignty

f you think Agenda 21 is just a conspirarcy theory, I assure you it is not. I, too, once thought this was too incredible to believe and dismissed it as conspiracy theory. but it kept coming to me in different ways; i.e. folks who had attended local government meetings on land use, local commissioners for planning and zoning confronted with a so-called consensus of the community that threatened private property, and many other ways.

That is why I have dedicated the past six months to researching the United Nations policies in Agenda 21 that have been adopted by every level of government in our nation. The information I am providing you is the result of my extensive research to connect the dots to what is happening in my own community.

If we don't mobilize on this issue, we have no chance of stopping it and America will be completely and permanently transformed. Private property will be abolished and all sovereignty will be lost.

You are about to learn how "sustainable development" was born and how it is being implemented all across America.

The concept of sustainable development arose after the 1974 United Nations adoption of a Declaration for the establishment of a "New International Economic Order" .

The document was written by developing countries and called for:

• The regulation of multi-national Corporations
• Authority to nationalize foreign property
• Authority to establish commodity monopolies
• The transfer of technology and technical assistance

The document showed clearly that the delegates to the U.N. General Assembly accepted the idea that governments should virtually control the economy. That equity was the primary objective. This document was largely ignored by developed nations. But many of these U.N. Delegates took these ideas to other U.N. conferences.

For example, the 1976 U.N. conference on Human Settlements (Habitat I).

Here is an excerpt from the Preamble:

"Land...cannot be treated as an ordinary asset, controlled by individuals and subject to the pressures and inefficiencies of the market.  Private land ownership is also the principle instrument of accumulation and concentration of wealth, and therefore, contributes to social injustice..."

This preamble sets the stage for 65 pages of very specific land use recommendations. Among the many recommendations are:

• A-1. Redistribute population in accord with resources
• D-1. Government must control the use of land to achieve equitable distribution of resources
• D-2. Control land use through zoning & land-use planning
• D-3. Excessive profits from land use must be recaptured by government
• D-4. Public ownership of land should be used to exercise urban and rural land reform
• D-5. Owner rights should be separated from development rights which should be held by a public authority.

This established the direction of the U.N.'s recommendation.

Among the signers on behalf of the United States were Carla Hills, Secretary of HUD and William Reilly, Conservation Foundation and later the Administrator for the EPA. Also in attendance were:

• Nine agencies of the federal government
• Sierra Club
• National Audubon Society
• Friends of the Earth
• Conservation Foundation
• League of Women Voters

The term "sustainable development" entered the vocabulary during the 1990's and has virtually permeated every facet of American life. The term was first defined in the United Nations 1987 report of the World Commission on Environment & Development called "Our Common Future". The Commission was chaired by Gro Harlem Brundtland who was also Vice-Chair of the World Socialist Party.

Our Common Future defines sustainable development to be:

"Development that meets the needs of the present without compromising the ability of future generations to meet their own needs."

Sustainable development is illustrated to depict the proper balance between social equity, the environment, and economic development. Note that what is called sustainable is the perfect balance between policies related to these three all-encompassing areas of life.

The United Nations General Assembly asked the World Commission on Environment and Development, also called the Brundtland Commission, to "...propose long term Strategies for achieving sustainable development by the year 2000 and beyond...".

Five years later the plan called Agenda 21 was unveiled at the 1992 Conference on Environment & Development. The conference was chaired by Maurice Strong who was also a member of the Brundtland Commission.

In it's 40 chapters, Agenda 21 addresses virtually every aspect of life. Each chapter presents many policy recommendations that member nations are expected to adopt.

Some of the more important chapters are:

5. Demographics & Sustainability

7. Human Settlements (the foundation for "sustainable communities")

10. Planning & Management of Land

18. Management of Water

30. The role of Business & Industry

38. International Mechanisms & Institutions (are seen to be the coordinators of worldwide sustainable development)

Agenda 21 calls for the creation of:

"...National strategies, plans, policies, and processes which are crucial in achieving a sustainable world."

Note: The ratification of the Biodiversity Treaty, Agenda 21, was never voted on by Senate after Dr. Michael Coffman presented this map of the proposed development of the "wildlands" under Agenda 21 in the United States.

Agenda21web

The areas you see in red represents wilderness reserves which will be off limits to humans. Areas in yellow represents highly regulated buffer zones where human existence will be greatly restricted. The areas in green represent zones for normal use of high density mixed use urban areas. This is where you'll be allowed to live.

Six months after his inauguration, President Bill Clinton issued Executive Order #12852 which created the President's Council On Sustainable Development on June 29 1993.

The Council's Membership included:

• Twelve Cabinet-level Federal Officials
• Jonathan Lash, Pres. World Resources Institute
• John Adams, Ex. Dir. National Resources Defense Council
• Dianne Dillon-Ridgley, Pres. Zero Population
• Michelle Perrault, International V.P., Sierra Club
• John C. Sawhill, Pres. The Nature Conservancy
• Jay D. Hair, Pres. World Conservation Union (IUCN)
• Kenneth L. Lay, CEO, Enon Corporation
• William D. Ruckelshaus, Chm., Browning-Ferris Industries & former EPA Administrator

Their purpose was to translate the recommendations set forth in Agenda 21 into public policy administered by the federal government. They created the American version of Agenda 21 called"Sustainable America - A New Consensus".

The ideas that came out of the U.N. conferences mentioned above, are emerging in public policy in the United States.

The Consensus Process -

The most important dimension to the implementation of sustainable development policies.

Using the consensus process, an initiator carefully selects members of the affected group to participate on a decision making committee. The decision making committee never votes. Consensus is the process by which objections to the proposal are extinguished. This is contrary to the democratic process in which the affected group elects representatives. The representatives debate and then vote. The affected group then abides by the decisions. If the affected group is dissatisfied with the decision, they can elect new representatives to reflect their wishes. Using the consensus process, the affected group has no voice in choosing the decision makers.

Sustainable development was brought to America when President Clinton (initiator) initiated the President's Council on Sustainable Development. This decision-making committee began with Agenda 21 as its proposal. Its goal was to translate Agenda 21 into public policy.

An early achievement of the council was the development of 16 "We Believe" statements among which is No. 8.

"We need a new collaborative decision process that leads to better decisions, more rapid change, and more sensible use of human, natural, and financial resources in achieving our goals."

This new collaborative process is the "consensus process".

The PCSD operated from 1993 - 1999. Their first major publication was "Sustainable America - A New Consensus". It contained more than 150 policy recommendations taken directly from Agenda 21.

At the eleventh meeting of the council, after the recommendations had been developed, then Secretary of the Dept. Of Commerce, Ron Brown, said that his agency could implement 67% of the recommendations administratively using rule making authority. Other department secretaries reported similar numbers.

Agenda 21 and Private Property

The recommendations covered a wide range of public policies. Among the most important are land use policies. Sustainable America says:

"Private land use decisions are often driven by strong economic incentives that result in several ecological or aesthetic consequences... The key to overcoming it is through public policies...(p.112)."

The 1990's saw an expansion of government control of land use. In 1997, the federal government already owned about 1/3 of all the land in America. State and local governments owned another 10%. The federal government designated and expanded 21 National Monuments, designated 43 million acres of "roadless" areas, and appropriated millions in grants to states and local governments and land trusts for the purpose of acquiring more private property. These activities were promoted by the land management agencies, all members of the PCSD.

Millions in grants were awarded to the American Planning Association between 1997 - 2000. The EPA and other agencies issued millions more in challenge grants to local governments and organizations for "visioning" projects.

During the 1990's there emerged a rash of visioning projects in towns and cities across the nation. They were typically called something like "Yourtown 2020". They were all the result of the PCSD and funded by grants by an agency of the government who was a member of the PCSD.

The EPA, for example, would issue challenge grants for visioning projects to NGO's (non-government organizations) and to local governments. The grant recipient would designate an initiator who would select the visioning council. Those selected would be politicians, agency bureaucrats, bankers, NGO leaders, and Businessmen. Those selected would be known in advance to support the goals of the initiator and most stand to gain financially from the implementation of the goals.

Smart Growth

To spread this process across the country, the EPA coordinated a Smart Growth Network consisting of dozens of non-government organizations which included:

• American Planning Association
• The Conservation Fund
• The Natural Resources Defense Council
• The Sierra Club

All of these organizations have promoted government control of land use since the 1976 U.N. conference.

In each of the communities where visioning councils were established, their starting proposal was the recommendations of the PCSD. Their objective was to:

• Present PCSD recommendations as local goals for the community
• Through the consensus process, remove any objections that might arise
• Develop specific recommendations to achieve goals

The result became the "Yourtown 2020 Plan of Action".

This process takes typically 12 - 18 months during which the local initiator begins to issue press releases and to involve local media to introduce the idea of building a sustainable community. The idea is to build so much public support for the sustainable community as defined by the "Yourtown 2020 Plan of Action", that elected officials will have no choice but to rubber stamp it.

Funding continues to flow from government agencies to local governments and non-government organizations for the purpose of implementing sustainable development. For example, HUD's Sustainable Community Regional Planning has recently awarded nearly $100 million for innovative regional planning proposals.

Hundreds of NGO's were funded to launch the "visioning process" in communities across the country. An NGO (initiator) will begin the visioning process by carefully selecting representatives from various stakeholder groups (environment, business, education, agriculture, government) to serve as the visioning committee or council. Those chosen to serve on this council are well-vetted and known to support the goals of sustainable development.

The visioning process consists of series of meetings in which a trained facilitator leads the group of stakeholder representatives, to suggest goals for the community that will create the best possible future. These suggestions are typically written on a chalkboard, then organized into categories.

Since Agenda 21's 40 chapters and the hundreds of policy recommendations from the PCSD cover virtually every aspect of human existence, the visioning councils' ideas are easily organized into categories addressed by sustainable development documents.

Once the goals are identified and organized, the next step is to develop consensus. Consensus is NOT agreement. Consensus is the absence of expressed opposition. Testimony by attendees of such a meeting reveals that objections are put off by the facilitator. The questions are never answered and the objections are never made public and all are dismissed, ignored, or discredited.

Agenda 21 is the Bible for Sustainable Development as outlined in its four sections:

Section I: Social and Economic Dimensions (8 Chapters)
Section II: Conservation and Management of Resources for Development (14 Chapters)
Section III: Strengthening the Role of Major Groups (10 Chapters)
Section IV: Means of Implementation (8 Chapters)

The Quest for Eutopia

The PCSD's Sustainable America is a revised version of Agenda 21 that focuses directly on transforming domestic policy to implement the recommendations of Agenda 21. To bring about the perfect balance between the environment, the economy, and social equity (redistribution of wealth) in all developments.

Ironically, most of the people involved with the process have never heard of Agenda 21 or Sustainable America. But the sponsoring NGO or agency knows exactly what it is and what his role is in implementing its policies.

That's why every recommendation in the final land use development plan and the procedure for developing the plan can be traced back to the recommendations in Agenda 21 and Sustainable America.

ICLEI, the International Council for Local Environmental Initiatives, is an international association of local governments as well as national and regional local government organizations who have made a commitment to sustainable development.

ICLEI provides technical consulting, training, and information services to build capacity, share knowledge, and support local government in the implementation of sustainable development at the local level. Their basic premise is that locally designed initiatives can provide an effective and cost-efficient way to achieve local, national, and global sustainability objectives.

There are 609 dues-paying members (counties/cities) of ICLEI in the United States. There are 18 members (counties/cities) in Virginia.

ICMA, International City/County Management Association, is an organization of professional local government leaders building sustainable communities worldwide. The ICMA partners and works in concert with ICLEI.

ICMA provides technical and management assistance, training, and information resources in the areas of performance measurement, ethics education and training, community and economic development, environmental management, technology, and other topics to its members and the broader local government community.

The American Planning Association is one of many members of the PCSD. They partner with ICLEI & ICMA in the implementation of sustainable development. The APA published "Managing Growth and Development in Virginia: A Review of the Tools Available to Localities" to provide the tools necessary to implement sustainable development in Virginia.

The Renaissance Planning Group is an urban planning firm. They played a critical role in Florida's "Forever Program". The Forever Program is Florida's premier conservation and recreation lands acquisition program. Florida Forever is the largest public land acquisition program of its kind in the United States. With approximately 9.8 million acres of conservation land in Florida, more than 2.4 million acres were purchased under the Florida Forever and P2000 programs.

The Commonwealth of Virginia and Agenda 21

In 2007, the Virginia state legislature passed HB 3202 mandating that counties with the prescribed growth rate establish high density urban development areas.

To date, 67 counties in the Commonwealth of Virginia are required to implement the very same policies called for in Agenda 21's biodiversity plan. This requirement by the state forces local governments to compromise your private property through rezoning measures called for in the Smart Growth program for sustainable development.

The comprehensive land use plan is being steered by planning groups under the guise of "protecting the environment" through manipulation by facilitated stakeholder consensus councils. Though their meetings are open to the public, they are void of any public input. The predetermined outcome severely restricts land use and compromises private property ownership in an already distressed market.

The Renaissance Planning Group is currently working with APA and ICMA to implement the policies of Agenda 21 and Sustainable America and to meet the requirements of HB 3202 in Virginia. If successful, this is what Virginia and the surrounding states will look like on the biodiversity map.

The Renaissance Planning Groups's current project is creating the vision and development of Chesterfield County's Comprehensive Land-Use Plan. Their local stakeholder representative group is called the "steering committee". You can find more information on the "visioning process", comprehensive land use plan, countrywide plan, steering committee, and the process here. Research reveals that this process is typical of the process in every county in Virginia.

Videos of most, but not all, of their "Steering Committee" meetings can be found here. In viewing the videos, one can see that while the facilitator seems genuinely sincere in wanting to address concerns and answer questions that arise, he really never does.

The Greening of Education

Agenda 21 calls for environment and sustainable development principles to be put at the core of the curriculum K-12. There was a recent survey of the progress of "The Greening Virginia Program K-12"in 12 of the 134 school districts in Virginia.

Here is the report on Greening Virginia Colleges and Universities.

Greening Programs are at the core of the curriculum at every level of education nationwide as required by the policies set forth by the U.S. Department of Education.

Resources for more Greening Virginia (sustainable development) Projects can be found here.

Despite the Senate's refusal to ratify the Biodiversity Treaty in 1994, the Agenda 21 policies called for by the convention, are being implemented nationwide. No matter where you live, rest assured Agenda 21 policies are being implemented in your community.
