Republican governors decide against setting up ObamaCare insurance markets

Several Republican governors, in what could be their last symbolic stand against ObamaCare, announced Rick PerryFriday that they will not set up a state-based marketplace for selling health insurance.

A total of 20 states have now decided not to implement their own exchanges -- which could also mean increased costs for the federal government.

The governors of Wisconsin and Ohio joined Texas Gov. Rick Perry and others in confirming that they will not establish so-called "health insurance exchanges," which are set to launch in January 2014. Under the federal health care overhaul, these exchanges will act as virtual markets where people and small businesses can shop for private coverage in a regulated environment. Many will also be eligible for government subsidies.

The governors' move does not stop those exchanges from being implemented. Rather, it kicks the project back to the federal government to run with regard to those states. While a number of states, largely those run by Democrats, will establish their own exchanges, Republicans who declined argued that it wasn't worth the cost and resources to set up a marketplace that would be under the thumb of the federal government anyway.

"As long as the federal government has the ability to force unknown mandates and costs upon our citizens, while retaining the sole power in approving what an exchange looks like, the notion of a state exchange is merely an illusion," Perry wrote in a letter to Health and Human Services Secretary Kathleen Sebelius. "It would not be fiscally responsible to put hard-working Texans on the financial hook for an unknown amount of money to operate a system under rules that have not even been written."

Wisconsin Gov. Scott Walker said the same, writing in a letter to Sebelius Friday that "no matter which option is chosen, Wisconsin taxpayers will not have meaningful control over the health care policies and services sold to Wisconsin residents." With that in mind, he wrote, the state has decided not to build its own system. Ohio Gov. John Kasich echoed that point of view.

Republican governors have been largely opposed to the health care law anyway. But for months, they were effectively waiting to see if the Supreme Court would overturn it or whether Obama would lose re-election and potentially leave an opening to repeal it. Neither of those things happened.

Walker was among those who stopped implementation last year on the hopes the law would be overturned either by the U.S. Supreme Court or Republicans following the November election.

Thursday evening, the Obama administration responded to a request for more time from Republican governors on the exchange question by granting states a month's extension, until Dec. 14.

A few states have signaled they want to partner with the federal government, as opposed to running it themselves or handing the reins to Washington. Those states would handle consumer issues and oversight of health plans in the exchanges, while the feds do the heavy lifting by enrolling individuals for coverage and determining who's eligible for government assistance. Among these states are Arkansas and North Carolina.

The number of partnership states could grow significantly, since the Obama administration has given states until next February to decide on that option.

Obama's election victory virtually guaranteed the survival of his health care law, which is eventually expected to provide coverage to more than 30 million people through the exchanges and expanded Medicaid programs. It was the final hurdle, after the Supreme Court upheld a legal challenge from 26 states. In the aftermath of the election, some Republican state leaders say it's time to accept the law.

"I don't like it; I would not vote for it; I think it needs to be repealed. But it is the law," said Mississippi Insurance Commissioner Mike Chaney, after announcing that his state wants to set up its own exchange. "If you default to the federal government, you forever give the keys to the state's health insurance market to the federal government."

Traditionally, states have regulated the private health insurance market.

But other Republican-led states say they don't have enough information to make a decision at this point and are clamoring for the Obama administration to release major regulations that have been bottled up for months.

"States are struggling with many unanswered questions and are not able to make comprehensive far-reaching decisions prudently," Govs. Bob McDonnell of Virginia and Bobby Jindal of Louisiana wrote Obama earlier this week. They asked for a meeting with the president, as well as a postponement of the original Nov. 16 deadline.

Some of their main concerns are hidden costs of operating the exchanges and the sheer bureaucratic complexity of the new system. The Obama administration has steadfastly maintained it will not postpone the Jan. 1, 2014, launch date for the law's coverage expansion. Open enrollment for exchange plans will begin even sooner, Oct. 1, 2013.

GOP Candidates Looking to 'Close the Deal' in Last-Chance Iowa Debate

GOP Candidates Looking to 'Close the Deal' in Last-Chance Iowa Debate

The Republican presidential candidates will have one last chance on the national stage Thursday night to make their case to voters before the frantic season of caucuses and primaries gets underway. At the Fox News debate in Sioux City, Iowa, everybody but front-runner Newt Gingrich is looking to shake up the race in a big way.

In a primary campaign replete with gaffes and other "oops" moments, the candidates are under pressure to give a steady performance -- they don't want another public misstep hanging in the cold Iowa air for the three remaining weeks before the caucuses. For the middle-of-the-pack candidates, the debate is a chance to demonstrate why caucus-goers should give them a second look. For Gingrich and Mitt Romney, it's a chance to lock down notoriously fickle and straying support.

"This is a clean-up debate," said Steffen Schmidt, political science professor at Iowa State University. "It's sort of the county fair right before the state fair ... where they want to see whether that pony is lame or not."

And minds are not quite made up. "They really are waiting for somebody to close the deal. And nobody has," Schmidt said.

After months of tumult, the polls over the past three weeks have bared a few themes. Gingrich is the unrivaled front-runner. Romney, in second position, can't seem to break through the low 20s. Nobody else is close. But in poll after poll, Romney fares better against President Obama in a general election than Gingrich.

As Romney tries to claw his way back to the top, analysts say the former Massachusetts governor would be wise to stress the electability argument Thursday.

Republican pollster Adam Geller said primary voters are more concerned than usual about whether the GOP nominee can actually beat Obama in November.

"There is an unbelievable reservoir of anger and fear and frustration, and electability does become a very, very important factor in a year like this," he said. "This is one of the reasons why Rick Perry hasn't done well."

He said Gingrich and Romney, with their "grasp of the issues" have done well because they've shown an ability to be competitive against the current occupant of the White House.

To that end, Geller said Gingrich needs to keep his cool Thursday. Though the former House speaker is sure to face attacks from all sides, Gingrich must be "gracious" to his opponents and "have that self-editor fired up," Geller said.

It's a tricky task. Gingrich has pledged to run a "positive" campaign, but Romney is sharpening his attacks. This week, his campaign released a web video that mocked Gingrich for once cutting an ad on climate change with House Democratic Leader Nancy Pelosi. "With friends like Newt, who needs the left?" the ad said.

Romney, who has tried to pigeonhole Gingrich as a Washington insider with little practical economic experience, told Fox News that "people are coming to the conclusion increasingly that I'm the person with the experience and the temperament and the capacity to actually lead America and to defeat President Obama."

Schmidt said Gingrich, while staying positive to the extent he can Thursday night, will have to defend himself. Gingrich's past contract work for Freddie Mac, his one-time support of an individual health care mandate in the early '90s and his proposal to let some illegal immigrants stay in the country have all attracted scrutiny.

But Schmidt said Romney has a tightrope to walk. In dreary times, Romney can't be a downer.

"Mitt Romney has to take on his Republican opponents with a sharper blade and at the same time make people feel that the future is positive," he said.

The other candidates still have a chance to break through. While the national polls show Gingrich and Romney at the top, the Iowa polls have Texas Rep. Ron Paul right up there on the leader board.

In an interview with Fox News, Paul said his loyal supporters could help pull out a victory in the Jan. 3 caucuses.

"We've been working to that end and we've been organizing," Paul said. "We're giving a lot of answers to the questions that so many people across the country are asking."

Schmidt said Minnesota Rep. Michele Bachmann, who won the Iowa Ames Straw Poll over the summer before Perry entered the race and stole her thunder, remains the "sleeper" candidate in the race.

Bachmann, stressing her Iowa roots and advertising an upcoming 99-county Iowa tour, told Fox News that Iowans will realize she's "the one true constitutional conservative" in the race.

"Iowans are going to come back home," she told Fox News.

Perry, too, is trying to regain the confidence of voters. On a bus tour through Iowa, Perry stopped in Council Bluffs Wednesday where he depicted himself as the outsider candidate, and Romney and Gingrich as insiders who are not going to "change a thing."

Former Pennsylvania Sen. Rick Santorum, who has poured his campaign resources into Iowa and was the only candidate to receive a standing ovation at a social issues debate forum in Iowa hosted by Mike Huckabee on Wednesday will attend, as well as former Utah Gov. Jon Huntsman.

AS REPUBLICANS CAVE, START TREATY ON TRACK TO PASS

Please call your Senators now and ask them to vote NO on START Senators from your State.

When Russia is hoping you will pass this treaty while supplying others with weapons and Venezuela, Iran, China and North Korea are engaged in questionable activities… and the U.S. has a weak president… you know something is wrong!!

WASHINGTON (The Blaze/AP) — The Senate is on track to ratify a new arms control treaty with Russia, a top foreign policy priority of President Barack Obama.

Republican Sens. Robert Bennett of Utah and Bob Corker of Tennessee said Tuesday they would vote for the treaty. Corker told reporters that the treaty will definitely pass and likely with a solid bipartisan vote. Earlier Tuesday morning, Sen. Lamar Alexander of Tennesssee, the Senate’s No. 3 Republican, announced that he would back the accord.

“I will vote to ratify the New START Treaty between the United States and Russia because it leaves our country with enough nuclear warheads to blow any attacker to kingdom come, and because the president has committed to an $85 billion 10-year plan to make sure that those weapons work,” Alexander said on the Senate floor Tuesday morning.

The Constitution requires two-thirds of those voting in the Senate to ratify the pact. Democrats need at least nine Republican votes. Eight Republicans have said they would back the treaty and three others have said they are leaning toward approval.

A vote to end debate on the treaty was scheduled for Tuesday afternoon.

WASHINGTON (AP) – President Barack Obama inched closer to winning approval of a major arms control treaty with Russia Tuesday, as the No. 3 Republican leader in the Senate announced his support.

The move by Lamar Alexander gave Obama’s hopes of a foreign policy victory a boost as the Senate moves toward a vote on ratification this week. The top two Republican leaders have opposed the treaty.

“Americans are safer and more secure with the New START treaty than without it,” Alexander said.

Defense Secretary Robert Gates, in a statement Tuesday, was urging the Senate to ratify the pact this week. He said the treaty would “provide the necessary flexibility to structure our strategic nuclear forces to best meet national security interests.”

The administration has stepped up its lobbying of pivotal Republicans to win approval of the treaty, which has become Obama’s main priority for the remaining legislative session.

With lawmakers moving toward a final vote expected this week, the White House and senior Democrats were expressing confidence Monday that they had the votes.

Senior Democrats were pushing for a decisive vote to cut off debate and set the stage for the final vote. Republicans and Democrats were discussing amendments to the accompanying resolution, not the treaty, that would deal with Republican problems with missile defense and build support for the agreement.

The United States and Russia negotiated the New START pact to cap nuclear weapons and restart weapons inspections in the spirit of U.S. efforts to reset the relationship between the former Cold War foes.

The White House has seen steady progress in its efforts to persuade Republican lawmakers. On Monday, Sen. Scott Brown announced he would support the treaty. In recent days, Brown had received a call from Secretary of State Hillary Rodham Clinton.

Republican Sen. Johnny Isakson, who also heard from Clinton, sent the strongest signal yet that he would support ratification. He said he could see no reason that would prevent him from voting yes.

Treaty backers also were heartened as several Republicans broke ranks, voting against three Republican amendments that would have effectively killed the treaty.

Obama, who delayed his holiday vacation, lobbied senators by phone as he pressed to complete the treaty before January. Vice President Joe Biden also called lawmakers.

Bolstering Obama’s argument for quick action, Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, sent a letter to lawmakers reiterating support for the accord.

“This treaty enhances our ability to do that which we in the military have been charged to do: protect and defend the citizens of the United States. I am confident in its success as I am in its safeguards. The sooner it is ratified, the better,” Mullen wrote.

Senate Foreign Relations Committee Chairman John Kerry, a Democrat, read parts of Mullen’s letter at a closed briefing.

Despite the letter, several conservative Republicans insist the treaty would restrict U.S. options on a missile defense system to protect America and its allies and argue that the accord has insufficient procedures to verify Russia’s adherence.

Politics coursed through the debate Monday as Republicans were still peeved by Senate Majority Leader Harry Reid’s decision to interrupt the six days of treaty consideration for votes on repealing the ban of gays serving openly in the military and an unsuccessful immigration measure, legislation they considered sops to the Democratic Party’s liberal base.

“No senator should be forced to make decisions like this so we can tick off another item on someone’s political check list before the end of the year,” Minority Leader Mitch McConnell said.

Obama suffered a self-described “shellacking” in the Nov. 2 midterm elections as his party lost control of the House and suffered an erosion in its Senate majority. Yet he has scored two major political wins in Congress’ postelection session – overwhelming bipartisan passage of the tax deal he cut with Republicans and repeal of the ban on gays serving openly.

Democrats expect to get 57 votes from their caucus, with Democratic Sen. Ron Wyden absent due to cancer surgery on Monday. Six Republican senators – Richard Lugar, Olympia Snowe, Susan Collins, George Voinovich, Alexander and Brown – have said they back the treaty, and four others – Robert Bennett, Judd Gregg, Bob Corker and Isakson – said they were leaning toward approval.

The treaty specifically would limit each country’s strategic nuclear warheads to 1,550, down from the current ceiling of 2,200. It also would establish a system for monitoring and verification. U.S. weapons inspections ended a year ago with the expiration of a 1991 treaty.

STOP THE START TREATY AND SENATORIAL PORK

Dear Friend,

The Democratic Congress is trying to pull a fast one — two, in fact!

First, the Senate is jamming through a pork laden budget bill filled with projects that are payoffs to each Senators campaign donors. The budget bill also includes a $1 billion appropriation to fund Obamacare — enough to get it moving. We need to beat this bill! We have enough Republicans to do so if they hold together. But Voynovitch from Ohio and Kit Bond from Missouri are both possible defections. Neither one is running again. We need you to write and call your Senators to urge them to vote no on the budget and particularly no on the Obamacare funding!

Second, they are using their lame duck majority — explicitly rejected by the voters of America — to compromise our national security by ratifying the START treaty.

The treaty limits the US missile defenses and the preamble suggests that we would not engage in any new military technologies to thwart nuclear weapons! It also says we cannot convert any of our rockets into interceptors and it locks in about a ten thousand Russian edge in tactical nuclear warheads. It reduces strategic warheads — where there is now rough parity — but not tactical ones where Russia has a huge advantage.

And, why should we be rewarding Russia by relieving them of the expense of building new missiles and defense systems? Had Reagan followed this line of liberal thinking, the Cold War would never have been won! Remember that Russia’s economy is less than one-tenth the size of ours. So the best way to reduce their power is to make them divert spending into the military. That is the best way to accomplish our basic goal: To bring down a Russia increasingly focused on domination and replace it with a democratic nation that lives at peace with the world.

Center For Individual Freedom Update - 02.04.09

 
     Are Republican Senators rolling over and playing dead? Are they"compromising" on the Obama-Pelosi so-called "stimulus" bill and essentially giving President Obama and extreme liberals in CongressEXACTLY what they want? 

     Unless you drive the message home, RIGHT NOW, the answer may unfortunately be "YES." 

     You know what we're talking about. 
 

We're talking about the bill that radio host Sean Hannity calls the"European Socialist Act of 2009" or "The End Capitalism As We Know It Act of 2009." 

We're talking about the bill that we call the 
"Obama-Pelosi Theft Act of 2009."

We're talking about BILLIONS of dollars in taxpayer-funded 
"payoffs"
 to groups like ACORN (ACORN should be INDICTED, not REWARDED). 

 
     In reality, the above descriptions don't do justice to the Obama-Pelosi Theft Act of 2009! To speak frankly, this so-called "stimulus bill" (which has nothing to do with stimulating the economy and has everything to do with pork and payoffs to liberal special interests) is just PLAIN EVIL

     But there is hope. Make no mistake, Congress IS hearing you loud and clear. Because of your actions, our elected officials now know that the American people oppose thisObama-Pelosi Theft Act of 2009

     But they have NOT totally gotten the message. Instead of scrapping this evil bill, in typical fashion, they're trying to tinker with it... hoping to make it better by amending it here and amending it there. 

     That's NOT what the American people want. The American people DON'T want this evil bill "fixed." The American people want this evil bill DEAD... PERIOD... END OF SENTENCE

     Republican Senators should know better! Putting lipstick on this pig of a bill is NOTgoing to make it any less socialist... any less egregious... any more palatable to the American people.

Are Senate Republicans Trying To Snatch Defeat From The Jaws Of Victory? 

     According to The Washington Post"Senate Democratic leaders conceded Tuesday that they do not have the votes to pass the stimulus bill as currently written." 

     IT SHOULD BE OVER! The Obama-Pelosi Theft Act of 2009 should be DEAD ON ARRIVAL! We should be popping champagne corks! 

     But not so fast! 

     Senator John McCain and a group of Republican Senators just proposed their own $445 billion dollar stimulus plan. 

     Admittedly, some of the provisions of the plan sound good and it is certain that in the coming hours you will hear some tough sounding rhetoric coming from the mouths of Republicans. 

     But MAKE NO MISTAKEalternate proposals are ONLY offered as a precursor to compromise! The name of the game is still "let's make a deal." 

     The name of the game is STILL, "we give you MOST of what YOU want and the American people get NOTHING!" 

     Yes... our elected leaders ARE planning to haggle... to negotiate... to give Obama and Pelosi WHAT THEY REALLY WANT

     It might not be a stretch to acknowledge that the other side asked for MORE than they really wanted from the get-go, knowing that Republicans would foolishly seek"compromise," thus giving them EVERYTHING they really wanted in the first place! 

     Senator Lindsey Graham acknowledged as much. At least, he's playing "let's make a deal:" 

"Get us all in a room. That's what you do with a major piece of legislation." 

     And Graham is not the only one sounding the trumpet of compromise! According to The Minneapolis St. Paul Star Tribune

"Senate Republicans will propose a panoply of amendments to make the bill more palatable... Such changes, if accepted, could win support for the plan from conservative Democrats as well as Republicans." 

     Senator Mitch McConnell issued the following statement: 

"We look forward to offering amendments to improve this critical legislation and move it back to the package President Obama originally proposed." 

     EXCUSE ME

     Lawrence Kudlow wrote the following on TownHall.com several days ago. 

"McConnell might be willing to change his mind if the package changes, but he told me he didn’t expect that to happen." 

     Well guess what? The package HAS changed! Does that mean that McConnell is NOWwilling to change his mind? 

     We can't let that happen! We cannot allow our elected officials to snatch defeat from the jaws of victory. 

     They need to hear from you right now! They need to know you want them to stand firm and KILL the Obama-Pelosi Theft Act of 2009

Is It Perhaps Best To Do Nothing? 

     Let's be frank! We've already tried recklessly throwing taxpayer money at our problems to the tune of $700 billion. IT HASN'T WORKED

     Job losses continue. Foreclosures continue. Credit is still tight! 

     And now we're supposed to believe that spending MORE MONEY (money we don't have) to fund liberal causes and pet projects WILL work? 

     Glenn Beck with FOX News said it best: 

"So, the question is, when will America finally say, 'You know, I think I’ve learned my lesson. Enough is enough?'" 

     Senator Richard Shelby told CNBC that Washington should just "shelve the stimulus package." 

     Even economist Martin Feldstein, who initially supported a "stimulus plan" is singing a different tune and wrote in The Washington Post

"It would be better for the Senate to delay legislation for a month, or even two... . We cannot afford an $800 billion mistake." 

     Admittedly, people are suffering under the strain of this economic downturn. 

     But history teaches us that government meddling may only extend what could be short term misery! 

     Former President Ronald Reagan cautioned us that "government is not the solution to our problem; government is the problem." 

     George Will, in a recent column titled "Same Old New Deal?" echoes those sentiments and insinuates that the New Deal turned a short-term recession into the Great Depression which lasted more than a decade

"The assumption is that the New Deal vanquished the Depression. Intelligent, informed people differ about why the Depression lasted so long. But people whose recipe for recovery today is another New Deal should remember that America's biggest industrial collapse occurred in 1937, eight years after the 1929 stock market crash and nearly five years into the New Deal. " 

     We don't need compromises! We don't need fixes! We don't need alternative plans that will move America towards SOCIALISM
